- Arcata Associates, Inc. has a requirement for Wideband Data Recorders. One (1) eachDRS3300E-144GB-200-8A8D/1E4S/2V and four (4) each DRS-4PCM cables along with 8 digital, 8analog, 4 serial, 2 video and 1 UDP Ethernet record and play that interfaces with allnecessary interface cables. Arcata Associates, Inc. intends to purchase the items from Wideband Systems, Inc. 2409Linden Lane, Silver Springs, Maryland 20910. Wideband Systems, Inc. is the only knownresponsible source which is capable of satisfying the requirement for the followingreasons: Wideband Systems designed, built, and extensively tested the data input outputinterfaces and the highly reliable and accurate method of archiving and reproducing theacquired research data. Wideband Systems developed and tests all DRS 3300 recordings anddata archival systems software, which will be critical in the integration of new andcompletely compatible recording systems. Wideband Systems, as the sole producer of theDRS3300 digital recorder has the unique tooling, facilities, data and engineering supportorganizations required to build the recorder to our specifications and still maintainsthe data compatibility and reliability that is so critical in instrumentation raw dataarchival. Only Wideband Systems has the facilities, has the unpublished design, test andmodel data as well as operating experience required to build another compatible recorderof this type to provide ground base recordings of flight research and other NASA researchtechnology. Schedule risk will be significantly reduced due to Wideband Systemsengineering and manufacturing expertise and capabilities wither the DRS family of digitalrecording systems. This expertise is critical to ensure the experiments supported by allaircraft. This procurement will be procedure under statutory the authority of, FAR 6.302-1,although only one responsible source and no other suppliers and services will satisfy therequirements. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. standardpacific time on 6/26/09. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by Arcata Associates not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of Arcata Associates. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
