Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Aerial Imaging Solutions (AIS). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide technical support and consulting services on-site surveys to be conducted by NOAA Aircraft Operations Center, Tampa Florida and Monterey, CA in which custom equipment designed and built by Aerial Imaging Solutions will be used. The equipment consists of a rocking mount for 3 digital cameras (Canon 1Ds Mark III) to be used in the belly port of a NOAA Twin Otter, and is the only mount of this type in existence. The mount was built by AIS for NOAA (AFSC-NMML and SWFSC); a single camera mount built by AIS was first used by NMML in 2007 and this equipment will serve as a backup to the 3-camera mount during the 2009-11 surveys. The mount and cameras are controlled by a government-supplied computer running software written by Aerial Imaging Solutions. Flight and camera parameters entered by the computer's operator are used to determine the required forward motion compensation (FMC) and camera firing interval. The system also takes input from a GPS and radar altimeter to record location and altitude for each photograph. Surveys will be conducted in June/July 2009, 2010 and 2011 in Alaska. The trips to Seattle in June each year are to help with the installation of the mount into the Twin Otter aircraft prior its departure for AK to start the survey. This is necessary to test the system in the survey aircraft to insure compatibility each year, since modifications and improvements to both the mount and aircraft are made continually. The trip to Anchorage in June/July 2009 is an example of the expenses necessary to provide on-site repairs, if needed, while the trips to Monterey are examples of pre-season testing to insure continuous compatibility. The government intends to negotiate a firm- fixed price contract with period of performance of twelve months from date of award plus one option year. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
