- IATS QASP IATS CLAUSES (Additional to Solicitation) IATS SOW Solicitation Notice for Sole Source Requirement – HQ0423-09-R-0010 / Document EOTYC9RV019 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The intent is to award this requirement as sole source procurement as there is only one known source to provide software maintenance support to the Integrated Automated Travel System (IATS) currently in use by DFAS Indianapolis. (See below Rationale for Sole Source Determination). This is solicitation number HQ0423-09-R-0010 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-31, Effective 20 Apr 09. This requirement is UNRESTRICTED. The NAICS code is 541511 and the small business size standard is $25 million. (PSC) in order to maintain (update the software for legislative changes and user requested changes) the IATS software. IATS is the only known software of its type that is capable of computing the full range of travel entitlements included in legislation and the Joint Travel Regulations (JTR) and Joint Federal Travel Regulations (JFTR). IATS is a proprietary travel entitlement computation system used by the Department of Defense (DoD) Travel Pay Office personnel to calculate travel entitlements for both military and civilian travelers throughout DoD. PSC is the only known and sole proprietary owner of the IATS source code. Modifications and system changes can be accomplished only with access to the software code. PERIOD OF PERFORMANCE The anticipated period of performance for the base year period is from August 1 2009 through July 31, 2010. The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government.
