Description
The US Army Corps of Engineers, Engineer Research and Development Center intends to issue Blanket Purchase Agreements for Concrete Purchases for the following laboratories: Geotechnical and Structures (GSL), Impact Explosions and Effects Branch (IEEB), Concrete and Materials Branch (CMB), Department of Public Works (DPW), and Hydraulics Lab (CHL). The U.S. Army Engineer Research and Development Center Laboratories conduct field and laboratory research experiments and tests that require specialized concrete mixes. Because of the unique requirements, it is of the utmost importance that the producers of the concrete are located within a 20 mile vicinity of the laboratories. Below you will find the characteristics that are required from the companies that the Blanket Purchase Agreements will be issued to upon review. The following are essential characteristics of the Concrete Mixtures for the GSL, IEEB and CMB laboratories: 1.Concrete and Materials Branch (CMB) personnel will have complete control of concrete batch plant and its entire operation during a placement that requires the production of CMB concrete mixtures. 2.Concrete producer personnel will run plant and produce concrete mixture to meet CMB personnel strict requirements and will comply with CMB personnel decisions on CMB concrete mixtures. 3.Trucks used to produce concrete for CMB jobs will be totally dedicated for CMB jobs. Trucks used to produce concrete will start the job with completely empty drums with a minimal amount of wash water or any other residue in the mixing drum. Trucks from another job will not be used until completely washed out and residue from prior concrete jobs is totally removed from the mixing drum.. 4.A sufficient number of trucks will be provided to make any particular placement needed by CMB and these trucks will remain under CMB control for the entire placement. The number of trucks for a placement will be determined by CMB personnel and the concrete producer. 5.Aggregate to produce some of the CMB concrete mixtures must be sourced from Vulcan Materials Quarry located in Celera, AL. A sufficient stockpile of a minimum of 200 tons will be maintained at the producers batch plant facility to produce the required concretes needing this particular material. 6.Concrete producer will rent, clean and totally empty mixer trucks to CMB for production of ultra-high performance concrete (UHPC) mixtures that will be produced at the CMB Building 6000. Drivers will accompany the trucks and run the trucks as directed by CMB personnel. 7.Producer will provide either conveyor belt systems or work platforms to allow CMB personnel the ability to safely add dry, sacked, and powdered materials such as silica fume and silica flour to mixer trucks in order to produce UHPC mixtures. 8.Producer will be able to add ice to mixer trucks as needed and dictated by CMB personnel. The following is the Mix Design for the IEEB laboratory: CSPC Concrete Portland Cement Type I (Theodore Cement); Coarse Aggregate 3/8 crushed limestone ASTM #89; Fine Aggregate Natural Concrete Sand; Water; Design strength approx. 5.6ksi SAC-5 Concrete Portland Cement Type I; Coarse Aggregate Natural gravel, 3/8 max.; Fine Aggregate Natural Concrete Sand; Water; Design strength approx. 5000psi COR-TUF Portland Cement (Class H); Fine Sand US Silica F55; Silica Flour Sil-co-Sil 75; Silica Fume Elkem DS900W; High Range ADVA 170; Water tap; Steel Fibers Dramix ZP305; Design strength approx. 35,000psi SAM35 Concrete Portland Cement Type I; Coarse Aggregate 3/8 crushed limestone ASTM #89; Fine Aggregate Runyon Sand; Water; Design strength approx. 3500psi 10ksi Concrete Portland Cement Type I; Coarse Aggregate Natural pea gravel ; Fine Aggregate Natural Sand ; Water; Design strength approx. 10,000psi GUHPC Concrete Portland Cement Type I; Fine Aggregate Natural Concrete Sand; Silica Fume; Silica Flour; Steel Fibers-Bekaert ZP305; Water tap; Design strength approx. 30,000psi Projected Concrete use for IEEB lab per year is as follows: CSPC 60 cubic yards; SAC-5 60 cubic yards; COR-TUF 30 cubic yards; SAM35 60 cubic yards; 10ksi 50 cubic yards; GUHPC 45 cubic yards; #89 Stone 750 tons; Ice 30,000lbs Please include fuel surcharge with your pricing. The following are essential characteristics of the Concrete Mixtures for the DPW and CHL laboratories: 1. Concrete Producer personnel will run plant and produce concrete mixture to meet customers requirement. 2. Producer must be able to produce required mixes with designed strength provided by customer. 3. Mix requirements would be 4000psi, 5000psi concrete mix (with or without fiber) and a 10 sack grout mix. 4. Concrete producer must be local and have these materials delivered within 24 hours from the time order is placed. The following is the Mix Design for the DPW and CHL laboratory: 10 SACK GROUT MIX Concrete Type I Cement; Aggregate Class C Fly Ash; Aggregate Natural Concrete Sand; Water 4000 MIX Concrete Type I Cement; Coarse Aggregate 1 Gravel (#57); Fine Aggregate Natural Concrete Sand; Fine Aggregate Class C Fly Ash; Water Reducer WRDA 79; Water; Air Entrainm Daravair 1000; Design strength approx. 4000psi 5000 MIX Concrete Type I Cement; Coarse Aggregate - 1 Gravel (#57); Fine Aggregate Natural Concrete Sand; Fine Aggregate Class C Fly Ash; Water Reducer WRDA 79; Water; Air Entarainm Daravair 1000; Design strength approx. 5000psi Projected Concrete use for DPW and CHL labs per year are as follows: 10 SACK GROUT 1000 cubic yards each; 4000PSI 800 cubic yards each; 5000PSI 800 cubic yards each This request for Blanket Purchase Agreements is being conducted under simplified acquisition procedures and will be in effect for five (5) years after issuance. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 327320 with a Small Business Size Standard of 750 employees. Parties interested in responding to this request shall submit pricing sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. Capability statements along with pricing shall be submitted by email only as a MS Word, Excel, or Adobe PDF attachment to Debra Walker-Sykes @ debra.a.walker-sykes@usace.army.mil.
