- Description
- The Western Area Power Administration (Western) has a requirement foreleven 115 kv disconnect switches. This is a combined synopsis/solicitation for a commercial item. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation is issued as a request for quote, number DE-RQ65-09WJ83021. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27, effective September 17, 2008. The North American Industry Classification System (NAICS) Code is 335313 with an applicable size standard of 750 employees. The solicitation is a 100% small business set-aside. Contractors shall provide a price quote on the following line items: 0001 - Archer 115kV Disconnect Switches Quantity: 11 Electrical Specifications: Maximum Operating Voltage 121 -123kV, Nominal Operating Voltage 115kV, Base Impulse Limit 550 kV, Continuous Operating Current 2,000 Amps, Momentary Current Rating 70,000 80,000 Amps, Line and Load Connections shall be made using a standard NEMA 4 4-hole pad. Mechanical Specifications: Mounting Base Length 80, Mounting Base Width 8, Operating Linkage 3 Bar Torsional Type per diagram below with an Offset Bering Base Length of 80. 0002 Shipping Quantity: 1 Switches to be delivered no later than 45 days after receipt purchase order to Western Area Power Administration, 4825 S. Industrial Road, Cheyenne, WY 82001, Attention: Carl Roland, J5260. The Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. A completed copy of the FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, must be completed and submitted with quote, unless offeror has registered in the Online Representations and Certifications (ORCA). The FAR clause at 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. Addenda to this clause include: FAR 52.247-34 FOB Destination, and three local Western Clauses included as an Attachment to this announcement. The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition and the FAR Clauses at paragraphs e. (52.219-6), o. (52.219-28), p. (52.222-3), q. (52.222-19), r. (52.222-21), s. (52.222-26), u. (52.222-36), y. (52.222.50), cc. (52.225-1), ff. (52.225-13), and kk. (52.232-33) are applicable to this acquisition. Quotes are due by e-mail to the contracting officer at hilla%@wapa.gov, on or before 10 am (Mountain Time) on June 19, 2009.
