Description
The U.S. Coast Guard Engineering Logistics Center (ELC) posted a Sources Sought in anticipation of awarding a requirements type contract (base year and four (4), one (1) year option periods) for the inspection, overhaul/repair and testing of Alco Turbocharger model numbers 131, 165 and 720 IAW ELC “Overhaul Specification For Alco Turbochargers Used On 210 and 270 FT WMEC Coast Guard Vessels,” R-251-120, Revision No. H, dated 06/2008 (see attached) on 03/17/2009. The U.S. Coast Guard Engineering Logistics Center (ELC) intends to award a Sole Source, Indefinite Quantity requirements type contract, under Federal Acquisition Regulation (FAR) Part 16.504, Indefinite Quantity Contracts and FAR Part 16.503, Requirements Contract, to Globe Turbocharger Specialties, Inc., 201 Edison Way, Reno, NV, 89502. The NAICS Code is 333618. The ELC does not possess the data rights to the documentation necessary to perform the required services or to manufacture the required parts. Therefore, it is the government’s belief that only Globe Turbocharger Specialties or their authorized service representatives can perform the required services. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include Offeror's Online Representations and Certifications Application (ORCA)--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.bpn.gov/ to load required information. Any responses received without completing ORCA registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
