- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) issued by the U.S. Coast Guard (USCG) Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA to identify potential HUBZONE, 8(A), SERVICE-DISABLED VETERAN-OWNED (SDVO), AND/OR, OTHER SMALL BUSINESS FIRMS capable of providing GROUNDS MAINTENANCE/LANDSCAPING SERVICES to be performed at the USCG AIR STATION (AIRSTA) BORINQUEN, AGUADILLA, PUERTO RICO for a BASE plus FOUR OPTION YEARS of 12 months each, not to exceed 60 months, if exercised by the Government, beginning 01 OCTOBER 2009. A solicitation will be issued soon and will be synopsized on the Government-Wide Point of Entry (GPE), if applicable, which may be accessed via the Internet at http://www.fedbizopps.gov. If issued, the solicitation will appear on the FEDBIZOPPS Web site. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. The contractor shall provide all labor, personnel, management, supervision, materials, supplies, equipment, tools, transportation and any other items and services necessary to perform the services required. The basic services include grass mowing, edging, trimming turf, weed control in streets and sidewalks, pruning and trimming trees and shrubs, removing coconuts from palm trees, and collection and disposal of litter, trash, coconuts, palm fronds, and other debris. In addition, the contractor shall maintain a 30 cubic yard container on site for disposal of grounds maintenance cuttings, trim material and debris. The contractor shall provide a license for the company used to dispose of the debris. LOCATION: AIRSTA Borinquen is located at the Ramey Community by the Rafael Hernandez Airport on the Northwest tip of Puerto Rico. It is part of the city of Aguadilla and 82 miles west from San Juan, Puerto Rico. Included in the boundaries of the base are the housing area, clinic and dispensary, station library, community center, swimming pool, exchange, mini-mart, package store, gymnasium and other fitness facilities, chapel and theater. The work shall be performed on the property of the USCG AIRSTA Borinquen, Aguadilla, Puerto Rico. The total size covered by this requirement is approximately 180 acres of land parcels. NOTE: Interested vendors must be able to obtain all licenses/certifications required by Puerto Rico Law in order to perform the services required. The applicable North American Industry Classification Standard (NAICS) Code is 561730 (Landscaping Services) with a Small Business Size Standard of $7.0 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in the SBA Small Business Size Regulations, http://www.sba.gov/regulations/121/. Any interested firm capable of providing these services is requested to respond to the Contract Specialist, Maria L. Negron, via e-mail at Maria.L.Negron@uscg.mil or via facsimile at 757-628-4135, no later than 22 JUNE 2009 with the following documentation: applicable small business certification such as HUBZone/8(A) certification; past performance information; and, capability statement. PAST PERFORMANCE information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Like or similar contracts are defined as GROUNDS MAINTENANCE/LANDSCAPING SERVICES. Reference the following number: SS-AA7315. The CAPABILITY STATEMENT must show how an interested vendor will accomplish GROUNDS MAINTENANCE/LANDSCAPING SERVICES at AIRSTA Borinquen by addressing such items as the recruitment of labor, the availability of equipment and resources, the availability and/or establishment of a local office in Puerto Rico, the subcontracting of any of the work, etc. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at http://www.ccr.gov/ or by calling 1-888-227-2423. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider a HUBZONE, SDVO, 8(a), small business, or any other set aside arrangement as deemed appropriate for this procurement.
