- This is an amendment to previously issued combined synopsis/solicitation dated June 10, 2009 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W911RP-09-T-0091 is being issued as a (RFQ) and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-18. This Procurement is unrestricted, the NAICS code is 423420, the size standard is 100 employees. 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Time of Delivery, Price : Technical is more important than, time of delivery, which is more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(End of clause) The Pine Bluff Arsenal requires quotes on the specific multifunctional copiers listed below: 1) Kyocera KM3060 Multifunction Copier. 30 PPM Digital Copier; Network Print and Scan; fax capable; 500 x 2 standard paper trays; 200 sheet multipurpose tray; duplex; 1000 sheet finisher. The printer/copier/scanner will need the capability to scan without using simple network mail protocol. Unit price then total price. 7 ea. $ _________ $ __________ 2) Connectivity Fee, 7 ea. $________ $ _________ 3) Maintenance per copier, 5000 copies. All labor parts and supplies, including toner. 12 mos ea. $__________ $ __________. 4) Kyocera KM2560 Multifunction Copier. 20 PPM Digital Copier; network print; networkscan; network fax,; 650 sheet paper supply; 300 x 2 sheet paper resources; 50 sheet multipurpose tray; reversing automatic document feeder; duplex; 5.5 in. x 8.5 in. to 11 in. x 17 in. paper supply; Scan to PC File; Scan to email; Scan to Mac; Fax transmission speed, 2 seconds per page; Long Life Components; user friendly control panel; copier stand and internal finisher. The printer/copier/scanner will need the capability to scan without using simple network mail protocol. All labor parts and supplies, including toner. 12 mos ea. $__________ $ __________. Delivery shall be made not later than 15 days after award. Acceptance shall be at destination upon delivery. Shipping terms will be FOB destination and will be delivered to the following address: Receiving Section RSI Branch, Bldg 53-990, Pine Bluff Arsenal, Pine Bluff, AR 71602-9500. The award will be a firm fixed price contract/purchase order and will be awarded using Simplified Acquisition Procedures. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (5), (15), (17), (18), (19), (20), (21), (22), (28), (33), (35). The following subparagraphs of 52.212-5(c) apply: None. The following clauses of DFAR 52.212-7001 (b) and (c) apply: 252.225-7001 (Buy American Act Balance of Payment Program), 252.225-7014, 252.225-7016.
