- Synopsis/Pre-Solicitation Notice The following Indefinite-Delivery Type Contract (IDTC) is anticipated: Shoe, Men's, Dress, Leather, Black (Navy & Air Force) 8430-01-456-0156 (s). The shoe men's dress will have minimum quantity of 21,630 Pr, an AEQ of 86,520 Pr and a maximum quantity of 108,144 Pr. Four one-year term options will be included with a minimum of 21,630 Pr, an AEQ of 86,520 Pr each and, a maximum of 108,144 Pr. Items will be procured FOB Destination to VSTN, VSTZ. This procurement will be issued as full and open unrestricted procurement. Production lead time is 105 days after the date of award with monthly deliveries to follow. Best Value/Source Selection procedures will be utilized. Offerors are to submit their technical proposals with documentation for the following technical factors: Experience/Past Performance and Socioeconomic. Availability of solicitations FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. To request technical data for DSCP Clothing and Textiles (DSCP C&T) solicitations, use the following link to the DSCP C&T Technical Data Repository area at: https://warfighter.dla.mil/contracting/index.jsp and select Specification/Pattern/Drawing Requests Items are to be manufactured in accordance with Navy Certified Style Numbers issued under Purchase Description NCTRF PD 13-98A dated September 30, 2003. With respect to products requiring certification, awards will be made only for products which are, at the time of award of contract, qualified for inclusion in the United States Navy Protective Clothing and Equipment Certification Program whether or not such products have actually been so listed by that date. The attention of the contractors is called to these requirements, and manufacturers are urged to arrange to have the products that they propose to offer the Federal Government tested for qualifications in order that they may be eligible to be awarded contracts for the products covered by this purchase description. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
