Description
The Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base, California intends to award a commercial purchase order to Telemetry and Communication Systems. A sources sought was posted on Federal Business Opportunities on 12 Aug 2008 and 12 Sep 2008. Market research was performed via the Internet and contact with other potential vendors. Telemetry and Communication Systems (TCS). This acquisition is for: The USAF Test Pilot School (TPS) requires the refurbishment of an 8 ft antenna system with a new ACU, Pedestal Interface Unit (PIU), camera tracking system. The ACU specifications include: • 15" color touch screen • 1.2 GHz Pentium III processor • 512 MB RAM • 40 GB Hard Drive, 48X CD-ROM, 1.44 Mb Floppy • Ethernet (TCP/IP,UDP/IP), RS-232/422/485, and GPIB external interfaces o ACU must interface with the PIU through fiber optic, multi-conductor cable or USB • Support conical scan feed, SCMP or E-scan • Front panel USB interfaces • Have the Edwards AFB Slaving System integrated into the ACU TPS also requires a compact color charge-coupled device (CCD) camera with sun shield and camera system to include a monitor, video interface cables and mounting adapters in order to visually track takeoff and landing to prevent data loss due to Telemetry (TM) dropouts. Camera tracking systems are standard on all Range antenna assets and critical for mission data quality. The camera must have a ½",.75mm, F1.8 on chip Microlens with auto iris, 32x zoom and must not require a control panel. The necessary power will be supplied from the pedestal and the video will be brought out via the slip ring assembly. (b) The USAF TPS also requires the upgrade of the old 4 ft antenna dish and pedestal base to a 6 ft antenna dish, pedestal base and camera tracking. The new 6 ft antenna must be able to integrate and utilize the current pedestal interface unit (PIU), antenna control unit (ACU) and scan feed. TPS requires a 6 ft reflector with pedestal base and camera subsystem in order to telemeter student curriculum sorties. The current 4 ft antenna is efficient for only close-in sorties, such as ground checks, and does not have the gain required to track student curriculum sorties. The TPS also requires the following spare parts: pedestal I/F PCB for azimuth and elevation, motor encoder, NEMA 23 servo amplifier assembly, QS, and a dual output 115/230VAV power supply to serve as spares. The upgrade only needs to replace the 4 ft reflector with a 6ft, pedestal base and install a camera subsystem. The pre-existing scan feed, ACU and PIU will be used. The new 6 ft reflector and pedestal base must integrate with the pre-existing scan feed, ACU and PIU. The new reflector must meet the following specifications: • 6 ft diameter reflector • Velocity minimum of 30 deg/sec • Backlash of 0.05 deg RMS • Greater than 29 dB gain @ 2400 MHz • AZ total travel continuous or ±410 deg • EL total travel of -5 deg to 185 deg • Operating temp range of -25 deg C to 55 deg C • Pedestal weight less than 120 lb • Wind speed operating 55 mph Reflector and pedestal base must integrate with the current TPS PIU, conical scan feed and ACU designed by TCS, Inc. This action will result in a purchase order to support the United States Test Pilot School. TCS is the only source identified for procurement of this service. The North American Industry Classification System Code (NAICS) is 334220 and the size standard is 750. All responsible sources may submit a response, which if timely received, will be considered by AFFTC.
