Description
This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) later in June. The RFP and future amendments will be available, without charge, through www.fedbizopps.gov by entering the solicitation number N1580090312 in the quick search block. A) Offerors: This acquisition will be solicited in accordance with the requirements of the Small Business Demonstration Program, Public Law 100-656 and the Historically Underutilized Business Zone (HUBZone) Act of 1997. Accordingly only businesses currently certified by the Small Business Administration (SBA) as a HUBZone will be considered for contract award. All responsible HUBZone businesses may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 238990 and the associated small business size standard is $14,000,000. B) Brief Project Description: The contractor shall construct a wildlife exclusion fence consisting of approximately 8765 linear feet of woven wire mesh fencing and gates. C) Estimated Price Range: Between $100,000 and $250,000 D) Schedule: All dates are tentative and may change. Issue Request for Proposals June 2009; Proposals due July; Award contract August; Issue Notice to Proceed August; Substantial Completion Fall 2009. E) Plans and Specifications: Construction documents will be issued in conjunction with the solicitation. F) Site Visit: The National Park Service anticipates conducting a pre-proposal site visit; however, the exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation. The NPS will conduct only the one pre-proposal site visit. Offerors who miss the pre-proposal site visit may still view the public areas of the project site on their own during the dates and times that the project area is open to the general public. G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Prior experience and 2) Past performance. J) Questions / Contact: John Chaney at john_chaney@nps.gov
