- The Internal Revenue Service intends to negotiate on a sole source basis, pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), with Sterling Commerce (America), Inc., 4600 Lakehurst Ct, Dublin OH 43416 for the purchase of a license for Connect: Direct with Secure + software for Agency Delivery. Purchase includes: (1) One each, Connect: Direct Unix – Production, and (1) One each, Connect: Direct Unix – Test. Agency Delivery is a Legislative Mandate that requires all government agencies to implement it by December 2009. Agency Delivery is the electronic assembly and delivery of closed case files from OPM Federal Investigative Services Division (FISD) to the requesting agency. Agency Delivery will replace the current process of mailing closed case files and increase the timeliness, efficiency, and accuracy of the investigative process. OPM determined that Connect: Direct was the most appropriate product to fulfill security and confidentiality requirements. Sterling Commerce is the sole reseller for the Connect: Direct with Secure + for UNIX for Agency Delivery. They do not authorize any other vendor to sell or maintain the software. This notice of intent is not a request for competitive proposals or a solicitation of offers. No solicitation document is available. Interested parties may submit their interest and ability to meet IRS needs. However, responses received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by IRS not to open this requirement to competition based upon any written responses to this notice is solely within the discretion of IRS.
