Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source Contract to Sesame Workshop, 1 Lincoln Plaza 4th FL, New York, NY 10023-7180 for the Phase III Death of a Loved One Program DVD Kits which is the final component of the TLC2 program, targeting young children within military families, including active duty, National Guard and Reserve personnel. This project is in support of the Defense Center of Excellence (DCOE) for Psychological Health and Traumatic Brain Injury (PH/TBI). With its focus on the death of a parent or a loved one, the TLC III kits will be created by developing distinct videos designed to meet the needs of children and their families. The bilingual kits will include a DVD featuring the familiar and beloved Muppets, in a storyline about the loss of a friends parent, as well as live action footage of military families coping with loss and celebrating the lives of their loved ones. Print materials for parents, caregivers and facilitators offer families and providers tips, activities and resources for working through grief. This program is directly integrated with the highly successful Phase II project initiated by Sesame Workshop in 2008 called Talk, Listen and Connect (TLC2) which was directed towards helping children cope with the deployment of a parent and with their physical and psychological injuries. Talk, Listen, Connect III will be developed using the same model that has proven successful for Phase I and Phase II programs. Sesame Workshops unique model brings together educators, producers, researchers and advisors to create content. Project advisors will guide Sesame Workshop on all facets of the project including content development, research and distribution. Talk, Listen, Connect III will offer tools and resources in the form of a kit to help military families with young children and others understand and cope with the loss of a parent or loved one. The kits will include: a.) DVD (approximately 30-minutes) featuring the familiar and beloved Muppets in a storyline about the death of a friends parent, as well as live action footage of military families coping with death and celebrating the lives of their loved ones; b.) Print materials for parents, caregivers and facilitators offer families and providers tips, activities and resources for coping with grief. No solicitation documents exist. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Officer within fifteen (15) days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. Information can be sent to the Contracting Officer at USAMRAA, Attention: Justin Pickett (MCMR-AAA-P), 820 Chandler St., Frederick, MD 21702-5014 or justin.pickett@amedd.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with a sole source contract to Sesame Workshop.
