THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows: Equivalent Radio Equipment This is a market survey to locate sources that can provide-manufacture and deliver the following equipment: This equipment must be interoperable and equivalent to Rhode & Schwarzs M3TR Software Defined Radio (minimum quantity of 26) and the RNMS configuration/Encryption bundle The required design, support, & accessories of the M3TR consist of the following: Radio - MR3000U VHF/UHF Tactical Radio 0.5 to 10W; int. GPS receiver, RS232 and IP interface Radio Software - GS3030S Option Key License for EPM (ECCM)-Software: SECOM-V, VHF/UHF frequency range 30 to 108MHz, 121 to 512MHz; SECOM-P, VHF frequency range 30 to 88MHz; VHF/UHF modem 72kbit/s, VHF/UHF frequency range 30 to 512MHz Frame and Mounts - IV3001 Inst. Dummy Power Supply Unit to M3TR Cables - GK3002 Power Supply Cable for KG3031 and KG3032; plug 90o; 5m Length - GK3014 RF Cable N - BNC for connection of a VK3150/VT3050/ VT3050C power amplifier and an antenna; 5m length - GK3016 GPS Cable TNC - SMA length 5m Antennas - HV3013 Whip Antenna for vehicle use; 225 to 512MHz; 50W; center fed; with GPS base - HV3015 Antenna HV3015 marine grey without spring Accessories - GA3001 Handset with PTT microphone and earpiece - GA3005 Loudspeaker for connection to M3TR audio socket with through connection to GA3001/ GA3002; 5m cable length Miscellaneous - GK3004 Connector Kit for Transceiver M3TR *All accessories are required to be provided at a minimum quantity of 100ea The required design, support, & accessories of the RNMS configuration/Encryption bundle consist of the following: - DS3100M Mission Planner incl. Smartcard, Smartcard Reader, CD-ROM, electronic Manual - DS3140 Activation of SECOM Waveform + V/UHF Modem Activation of SECOM Waveform + V/UHF Modem - DS3141 License paper stating - amount of administrable radios License serial numbers - DS3300D DS3300 contains the products: (former DS3300D) RDL (incl. All RDL option keys) - CP3000 Key Generation Equipment incl. Key Generation Module KGE3000 and software; customer-specific algorithm 002 - GP3000 Fill gun for M3TR and M3SR series 4100; for transmitting of all relevant preset information, as well as COMSEC/TRANSEC keys - GK3021 USB Cable Fill gun GP3000/GP3100 to PC; 2m length THE LISTED QUANTITIES ARE THE MINIMUM QUANTITIES NEEDED TO SATISFY THIS REQUIREMENT. This equipment is being used extensively by countries with forces that are deploying to drug interdiction programs and the Global War on Terror. Shipment/Delivery Shipment of equipment to country shall not exceed 30-60 days of contract award. Vendor shall provide a delivery limited time schedule before the delivery. Contract code number on all containers is required as well. Equipment should already be in stock. No production/manufacturing time will be permitted.
