Description
SCOPE OF WORK: Replicate ornate historical bronze light posts for the west entrance of the Howard M. Metzenbaum USCH, Cleveland, Ohio. The replicated posts will be molded from the existing bronze light posts situated on the east entrance and from historical photographs. The work includes removing the existing pair of light posts on the east entrance, cleaning, repairing imperfections, producing molds of the individual parts from one of the existing posts and re-work the fixture head of the existing pair to fit a new globe fixture matching the historic look. Once the molds are made, new bronze pieces will be cast. The new pieces will be put together to form two new light fixtures. All posts will then be reinstalled on site and wired to an existing electrical panel on the first floor of the Howard M. Metzenbaum US Courthouse. The anticipated target award date will be on or about August 12, 2009. The estimated range of this project is between $250,000 and $500,000. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. Woman owned, Veteran owned, Service Disabled Veteran owned, HUBZone and Small Disadvantaged businesses are encouraged to submit an offer. The North American Industry Classification System (NAICS) code is 236220 with a size standard of $33.5 million. This is a negotiated procurement. Best value method will be used to determine awardee. Evaluation factors will consist of past performance and price. Proposals will be opened privately. Request for Proposals will be available on or about June 25, 2009. GSA, PBS, Property Management Division, will no longer mail hardcopies of the solicitation. This Solicitation can be viewed via the Federal Business Opportunities website, http://www.FedBizOpps.gov. The solicitation cited above can only be obtained by accessing this secure website. FedBizOpps is the single government point-of-entry (GPE) for Federal Government procurement opportunities over $25,000. In order to obtain information from FedBizOpps, you will first be required to register with the Central Contractor Registration (CCR). The CCR database is a part of the Business Partner Network, an e-gov initiative, and will be used to validate vendor identity. Effective since October 1, 2003, all government contractors are required to be registered in CCR prior to receiving an award. You may access CCR at the following URL www.bpn.gov. Once you have registered with CCR you will be required to register with FedBizOpps. No federal materials can be downloaded until you have registered under both sites. At a minimum, all vendors must supply the following information: Your Company's Central Contractor Registration (CCR) Marketing Partner Identification Number, Your Company's DUNs Number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B Number), Your Telephone Number, and Your E-Mail Address. As of January 1, 2005, as required by the Federal Acquisition Regulations (FAR), all vendors will be required to use the online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in solicitations. With ORCA, you now have the ability to enter and maintain your representation and certification information at your convenience via the internet at http://orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the Federal Business Opportunities website for amendment(s), if any, to the solicitation. All requests must be submitted to General Services Administration, Public Buildings Service, Property Management Division, ATTN: Rhonda Booker, 201 Superior Avenue Suite 450, Cleveland, OH 44114-1248. VENDOR PAST PERFORMANCE SYSTEM The General Services Administration, Public Buildings Service, Great Lakes Region, will be using the Vendor Past Performance System (VPP). VPP is a module within the PBS contract writing system that collects, maintains, and disseminates contractor performance information as required by Federal Acquisition Regulation, Subpart 42.15. In compliance with federal regulations, VPP data can be sent to the government's Past Performance Information Retrieval System (PPIRS). VPP enables a comprehensive evaluation by capturing comments from both GSA and the contractor.
