- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133M-09-RQ-0704. The U.S. Dept of Commerce, NOAA Ship Henry B. Bigelow, Naval Station Newport, Pier 2, 68 Peary Street, Newport, Rhode Island has a requirement for the following: Provide crane barge service with a reach or lift radius of approximately 45 feet to load and unload one 17,000 pound scientific container lab on the NOAA Ship Henry B. Bigelow. The required date the container is to be loaded on August 17, 2009 and off-loaded September 1, 2009. Delivery is required F.O.B. Destination to NOAA Ship Henry B. Bigelow, Newport, RI. This procurement is 100% Set-Aside for Small Business. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Quotes must be submitted to the Eastern Region Acquisition Division, 200 Granby Street, Room 815, Norfolk, Virginia 23510 by 12:00 P.M. June 19, 2009; any award resulting from this RFQ will be made based on price and meeting required service date. Quotes must be submitted electronically either by fax to 757-664-3642 or via e-mail to Robin.Resweber@noaa.gov. Inquiries will only be accepted via email to Robin.Resweber@noaa.gov. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is 3950 and the NAICS Code is 237990. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-3, Offeror Representations and Certification-Commercial Items (JUN 2008) -- Offerors must include a completed copy of its provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representation and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions-Commercial Items (OCT 2008) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JAN 2009) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (16), (17), (18) (19), (20), (21), and (36).
