- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation DJJAPG9G047 is issued as a Request for Quotation (RFQ). The North American Industry Classification Systems (NAICS) code for this requirement is 511210 with a size standard of $21M. The Department of Justice, National Security Division (NSD) has a requirement for: OWL Secure Directory File Transfer System Application, Version 3.0 (EAL4 Certified) 3.3 Volt Universal Cards and associated technical services. The brand name nature of this product is based on a determination that the OWL's one way transfer system is the only transfer system that is NIAP Common Criteria validated to EAL 4+ and is PL-5 accredited, and is thus a requirement for NSD's multi-system, multi-classification user environments. Quotations are solicited for the following items and quantities: 1. Secure Directory File Transfer System Application, Version 3.0 (EAL4 Certified) 3.3 Volt Universal Cards Quantity = 2 2. Continued Software Technical Services (Hotline Service and Support and Software Updates) 155 Mbps Quantity = 2 3. Continued Warranty for Send-only and Receive-only Communication Cards, and Fiber Optic Cable - 155 Mbps Quantity = 2 Vendor must specify how each product or service complies with the Section 508 standards applicable by providing Section 508 Voluntary Product Accessibility Template (VPAT) for or providing written documentation as to compliance with each Accessibility Standard as identified on the attached Section 508 Vendor Notification and submit with quotation. Vendor must also indicate whether product is complaint with Section 104 of the Energy Policy Act (EPACT) of 2005 or Federal Energy Management Program. The Government will award a fixed-priced purchase order resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation provides the most advantageous price to the Government. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circulars 2005-32, effective 31 Mar 2009. The following FAR provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items- FAR 52.212-4, Contract Terms and Conditions- Commercial Items - FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. Clause 52.212-5 further incorporates the following: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-50, 52.225-13, 52.232-33 and 52.239-1. Responses to this RFQ must be received no later than 4:00 PM EST on Tuesday, June 16, 2009 and shall be sent via email to sheila.g.israel@usdoj.gov.
