Description
VA Modern Transformation Book Project This is a combined synopsis/pre-solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. The reference/solicitation number is VA-798-09-RP-0026 and the solicitation is issued as a request for price (RFP). This acquisition is being conducted in accordance with FAR Parts 12, 13 and 15. The combined synopsis/solicitation will result in a purchase order. Responses to this Request for Price are not offers are from which an award can be made. Instead, to establish a contract, the Department of Veterans Affairs (the "VA") must make an offer that can be accepted by the contractor. The contractor can accept the government's offer by (1) a signed written acceptance of the government's offer or (2) by substantial performance incompliance with the contract. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-27. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR). This solicitation is a Full and Open Competition. North American Industry Classification System (NAICS) code is 511130 (size standards 500) applies to this solicitation. This requirement consists of ten (10) Deliverables. The Department of Veteran Affairs has the need for a Modern Transformation Book Project for modern-era Health care from 1960 to 2010. The VA Modern Transformation Book Project will be a comparative historical analysis of factors and influences affecting veterans' health care from 1960-2010 with emphasis on the agency's transformation after 1989. The book will be written for a general audience and published by the Veterans Health Administration through the Government Printing Office. The VHA History Office will oversee the project. Travel will be required to approximately 15 archival institutions or other repositories in order to conduct research and a minimum of 25 oral history interviews relevant to the project. The government will award a firm fixed price contract resulting from this Solicitation. The government expects release of a Solicitation about 19 June 2009.
