- A sole source procurement is contemplated with Pilgrim Technology LLC, 4604 N. Saginaw Rd Ste K, Midland, MI 48640-2190. Pilgrim Technology is the only known qualified source to perform this effort. US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) desires to procure secure encryption technology and mobile mesh networking capability in support of video, audio, platform control, and related sensor, communication ability for Unmanned Ground Vehicles (UGVs). The effort includes advanced encryption and Radio Frequency (RF) abilities within the robotic platform, ad-hoc mobile mesh, extended wireless range and ability, and an encryption methodology that does not remove the RF ability. The network will offer an extended range of communication without degrading throughput. Market research indicated that Pilgrim Technology is uniquely capable and facilities to meet TARDECs research requirements in a timely and cost-effective manner. Projected period of performance is eighteen (18) months. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Ass responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
