- Description
- The Naval Air Systems Command, Patuxent River, Maryland, has a requirement for the development of Airborne ASW (Anti-Submarine Warfare) Sensor Systems as well as the equipment, which are used for the development, integration, test and evaluation of Airborne ASW Sensor Systems and Subsystems. This requirement is in place of requirement N00421-08-R-0067 which was posted previously and is now canceled. A DRAFT Performance Work Statement (PWS) is available on the NAVAIR solicitation page at http://www.navair.navy.mil/doing_business/open_solicitations/ (N00421-09-R-0023). Tasks performed under this contract will include planning, coordination, technology development, systems definition, systems acquisition, systems integration, modification, and product support for manned and unmanned platform avionics and sensors in support of the Acoustic Systems Division and the Electro-Optics (EO) and Special Mission Systems Division of the Avionics Department, AIR 4.5. The systems include: sensors, platforms, associated avionics hardware and software, and operational centers. Many projects to be performed under this IDIQ contract will require a Top Secret Clearance. Some projects will require a Secret Clearance. Location of performance is 20% (twenty percent) on-site at NAWCAD Patuxent River, Maryland and 80% (eighty percent) off-site at the contractor’s facility. Contractor personnel shall travel when necessary to provide needed tasks through off-site meetings, training, conferences, design, installation, integration, maintenance, or system test. As part of this travel, contractor personnel may be required to travel overseas and to serve as flight crew and onboard ships for extended (2-3 weeks) sea tests. NAVAIR plans to issue one solicitation with multiple award provisions on an unrestricted basis. It is estimated that a minimum of 4 awards will be awarded with at least 2 awards going to small businesses. Offerors will need to demonstrate their knowledge in EO and Special Mission Sensors and Acoustic Systems technology areas outlined in Section 1.1 Scope of the PWS. The anticipated contract type is a cost plus fixed fee with indefinite delivery/indefinite quantity (IDIQ) task orders. The ordering period of performance is estimated at five (5) years. The scope of work to be performed will be based on size standard under North American Industry Classification (NAICS) code 541712, 1,000 employees. This solicitation is for advanced research and development tasks. This effort is currently being performed under Contracts N00421-04-D-0080 (L-3 Communications Services, Inc.), N00421-04-D-0081 (RBC, Incorporated), N00421-04-D-0082 (Sabre Systems, Inc.), N00421-04-D-0083 (Navmar Applied Sciences Corporation), and N00421-04-D-0084 (BAE Systems Technology Solutions & Services). The Navy plans to release the solicitation, including any subsequent amendments, via the Internet, on or about 30 June 2009. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (www). The www server may be accessed using client browsers such as Netscape and Internet Explorer. The www address, or Uniform Resource Locator (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request.
