Description
Project Title: Airfield Pavements Construction Project No.: QUUG 08-1042 SYNOPSIS The United States Air Force intends to solicit proposals (FA5575-09-R-0014) for an Indefinite-Delivery Indefinite-Quantity contract for Airfield Pavements Construction in Morón AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or about 25 June 2009. The contract period is 1 base year plus four 1-year options. The performance period proposed for the execution of each delivery order shall be specified on the statement of work corresponding to each delivery order. Contract magnitude for all 5 years is between $10,000,000.00 and $25,000,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." SCOPE OF WORK: The work includes, but is not limited to, the following items: - Topographical survey and on-site layout. - Temporary markings paint. - Saw cut of the existing pavement. - Portland cement concrete slab demolition. - Aggregate base and sub-base course excavation. - Soil excavation. - Loading of demolished, excavated, milled, and removed material. - Transportation of demolished, excavated, milled, and removed material to an authorized dump. - Ground grading, 50 cm. - Subgrade grading, 50 cm. - Compaction of the subgrade. - Compaction of the ground. - Placing of geo-textile sheet. - Transportation of borrow material. - Transportation of soil coming from excavation. - Placing and compaction of bottom, intermediate, and upper layers of borrow material for the embankment to obtain 300 MPa compression module at the second cycle on the embankment crown. - Placing and compaction of bottom, intermediate, and upper layers of soil coming from excavation for the embankment to obtain 300 MPa compression module at the second cycle on the embankment crown. - Reinforcing of underground utility line with concrete embedment. - Placing and compaction of graded crushed aggregates. - Placing and vibrating of lean concrete. - Curing of lean concrete. - Placement of polyethylene sheet. - Placing and vibrating of plain Portland cement concrete. - Curing of Portland cement concrete. - Placing of dowels. - Placing of metal wire mesh. - Sealing of joints. - Spread of prime coat. - Spread of tack coat. - Hot Mix Asphalt milling. - Hot mix asphalt demolition. - Hot mix asphalt placing and compaction for binder layer. - Hot mix asphalt placing and compaction for intermediate layer. - Hot mix asphalt placing and compaction for surface layer. - Modifications of manholes/handholes to reach the pavement finished surface level. - Grading of existing open drainage system to drain the groundwater by gravity. - Construction of open drainage system to drain the groundwater by gravity. - Re-grading of the ditch side slopes to 4:1 to facilitate the mower access. - Modification of the existing open drainage system. - Grading of the ground around the construction site to drain the groundwater by gravity to open drainage system. - Modification of existing utility line. - Construction of utility line required by the construction. - Construction of manhole/handhole for the new utility line at the intersection with the existing utility line. - Construction of manhole/handhole for the new utility line required by the new construction or the modification of the existing utility lines. - Crack repair with epoxy mortar with similar characteristics than the concrete pavement. - Patch repair with epoxy mortar with similar characteristics than the concrete pavement. - Crack repair on asphalt pavement. - Pavement marking removal. - Rubber removal. - Pavement marking painting. - Seeding. - Tie-down point installation. - Anchor point installation. - Grounding point installation. - Fuel hydrant manhole installation. - Fuel hydrant grounding point installation. - Airfield lighting disassembly. - Airfield lighting assembly. - Provision and installation of airfield light base. - Provision and installation of elevated runway edge light. - Provision and installation of inset runway edge light. - Provision and installation of elevated taxiway edge light. - Provision and installation of inset taxiway edge light. - Quality Control by laboratory tests. - Final test carrying out. - Final cleaning. - Delivery of As-Built drawings In addition, prospective offerors and their subcontractors must hold an updated Certificate of Classification issued by the "Registro de Contratista de Obras del Estado" of the "Ministerio de Economía y Hacienda," covering the following groups, subgroups, and categories: GROUP SUBGROUP CATEGORY G 2, 3 & 4 f G 5 b I 5 & 6 c O 2 d You are requested to notify the following E-Mail addressee if you intend to download the solicitation that will eventually be posted on this posting service: berchan.torrejon@moron.af.mil. Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered.
