- PBSOW The Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, has a requirement for Management, Organizational, and Business Improvement Services (MOBIS), Financial and Business Solutions (FABS), and Human Resources Services (HRS) supporting NAVAIR-7.0 Corporate Operations and NAVIR-10.0 Comptroller. This requirement will provide support to other competencies, Integrated Project Teams, program teams, Commanding Officers, site managers and enterprise teams by supplying services such as strategic management/planning, organizational assessments, performance measurement, process modeling, information management, human resources, program and business analysis, public affairs, congressional liaison, comptroller support, contract administration, financial management, change management, and security. Support obtained shall include, but is not limited to, applying practices, principles and concepts of competency alignment towards supporting the NAVAIR Team in the integration and alignment of a national organization, providing accounting business process support, budgeting, and financial management, as well as providing recommendations for improvement of operations to gain efficiencies and effectiveness. Support shall also include human resources management for workforce and workload planning, improving quality of services provided, and enhancing training initiatives for improved workforce performance. The services identified within this contract may be performed at any of the following NAVAIR sites: Patuxent River and St. Inigoes, MD, Lakehurst NJ, Point Mugu and China Lake, CA; NADEP Cherry Point, NADEP Jacksonville, and NADEP North Island, 90% of the time at Government site and 10% of the time at contractor site. A DRAFT Performance Based Work Statement (PBWS) is attached. NAVAIR intends to issue one solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). The solicitation will be available for full and open competition. The government intends to award not more than three contracts as a result of this solicitation. The resultant contracts will include the opportunities to compete for Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) task orders. The period of performance is estimated to be five (5) years comprising of a base year and four (4) option years. The scope of work to be performed will be based on size standard under North American Industry Classification (NAICS) code 541611, $6.5M dollars. This effort is currently being performed under Blanket Purchase Agreements N00421-04-A-0003 and N00421-04-A-0008 (Eagan, McAllister and Associates.), N00421-04-A-0006 (Booz, Allen, Hamilton), and N00421-04-A-0007 (Bearing Point, Inc.). The Navy plans to release the solicitation, including any subsequent amendments, via the Internet, on or about 29 June 2009. The anticipated award date is on or about 31 December 2009. The solicitation will be available on the NAVAIR solicitation webpage located on the World Wide Web (www). The www server may be accessed using client browsers such as Netscape and Internet Explorer. The www address, or Uniform Resource Locator (URL), for the NAVAIR solicitation webpage is http://www.navair.navy.mil/doing_business/open_solicitations/. In addition to the availability of the solicitation for downloading at this webpage, the Navy will also e-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors who submit a request. The e-mail shall contain the following information: Company Name, Company Address, E-Mail Address, Point of Contact with Phone Number and FAX Number, and Business Size in reference to NAICS Code 541611, $6.5M dollars.
