Description
1.0 Purpose: The Department of Defense (DoD) is seeking information that will help in the preparation of a DoD response to Congress under S.3001, Section 912 of the FY 2009 National Defense Authorization Act. This Request for Information (RFI) is issued solely for information and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Respondents are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. 2.0 Background: In order to provide as complete an answer as possible to Congress' questions under Section 912, it was deemed important to poll the Commercial Satellite Industry for their inputs and comments. This RFI contains questions for your consideration - representing an opportunity to voice any specific comments, concerns, and/or recommendations you would be willing to share. 2.1 As a follow up to this RFI, DoD reserves the right to request One-on-One sessions with industry parties who respond to these questions to address specific questions that may arise based on the industry response. However, there is no guarantee One-on-One sessions will be conducted. 3.0 Information Requested. The following questions are intended to help DoD better understand the commercial market with regard to satellite communications and remote sensing. Answers will be considered during preparation of the DoD response to Sec 912 of public law - "Investment and Acquisition Strategy for Commercial Satellite Capabilities". 3.1 Use of Commercial Satellite Capabilities. This first set of questions addresses Section 912, paragraph (b)(2): "Assessment of the manner in which commercial satellite capabilities are used by the Department of Defense and options for expanding such use or identifying new means to leverage commercial satellite capabilities, such as hosting payloads." 3.1.1 What criteria do you see as drivers for user selection of commercial satellite products and services (e.g., availability, technologies, price)? 3.1.2 What impediments do you see to using commercial satellite products and services and how could they be resolved? 3.1.3 How is DoD customer use of your commercial satellite products and services evolving (e.g., roles/uses, applications requested)? 3.1.4 Please describe how utilization rates have changed over the past 5 years (by year, frequency band, and region). What are your projections for the next 5 years? What is driving these changes in utilization rates? 3.1.5 What technologies (or types of uses) are emerging as "most requested" by DoD users? How are you posturing to continue and enhance delivery of these technologies or usage types? 3.2 Description of Commercial Satellite Capabilities. This second set of questions addresses Section 912, paragraph (b)(4): "Description of current and planned commercial satellite capabilities and an assessment of their ability to meet the requirements identified in paragraph (3)." 3.2.1 How far out does your industry plan? 3.2.2 How do new technologies get developed? Does your company have separate R&D operations? How long, from conception to roll-out, does it take to develop new technologies? 3.2.3 What can industry do to ease DoD concerns regarding: (a) foreign ownership, (b) private ownership, (c) global competition for limited resources, (d) meeting information assurance needs, (e) the ability to provide situational awareness to DoD NetOps organizations, and (f) inter-connect into the DoD Global Information Grid? What efforts are underway? What attempts have been made to communicate these efforts to DoD? 3.2.4 What new technologies and services do you plan to roll-out in the future, independent of DoD's needs for commercial services? 4.0 Request responses to the RFI be provided electronically on two CDs (one primary and one back-up). Responses shall be single-spaced, Times New Roman, 12 point font with one inch margins, and compatible with MS Office Word 2003. The primary copy shall be mailed to Keven Turner at DISA, Box 4502, ATTN: SS13 (Keven Turner), Arlington VA, 22204. All copies shall be RECEIVED no later than 3:00 P.M. CST 10 Jul 2009. 5.0 Proprietary information and trade secrets, if any, must be clearly marked on the outside container and materials inside. All information received that is marked Proprietary will be handled accordingly. Non-proprietary responses are encouraged, to the maximum extent possible. Please be advised that all submissions become Government property and will not be returned. DoD intends to have Booz Allen Hamilton contractor support personnel assist in review and assimilation of responses. All Government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
