Description
The 782 nd Missile and Armament Group, Robins AFB, 31098 has a requirement for a firm-fixed price contract for: 1. NSN: 1095K1112296B; QUANTITY: 100 ea; NOUN: BRU-44 Mod Kit B, 501; P/N: 6127901-02; OPTION 1: Option includes a quantity of 112 ea, and may be ordered anytime within a three-year period. FUNCTION: These modification kits are used to modify the gas generator housing located inside the BRU-44 Bomb Ejector Rack used on the B-2 Bomber. The kit consists of new firing contacts and other components, made from a variety of metals. They are designed for the unique application inside the BRU-44 Bomb Ejector Rack which is a Nuclear Certified Bomb Rack and configuration controlled by an engineering data package that is proprietary to Scot, Inc. The Air Force does not own the drawing rights to the firing contact assembly. Delivery : Starts 180 days after receipt notification of award, with delivery of 16-17 per month, to be completed within 365 days; FOB Origin to be shipped to WR-ALC. Surplus Not Acceptable. 2. NSN: 1095K1112296B; QUANTITY: 100 ea; NOUN: BRU-44 Mod Kit B, 501; P/N: 6127901-02; FUNCTION: The modification kits come in two forms, Kit A and Kit B. The Kit B is the basic Kit A but also has a new set of firing contacts. The Kit B was created because of the high probability of damaging the firing contacts during the modification. As the modification has proceeded, the need for all Kits to be in the Kit B configuration has become obvious. There is a quantity of 100 Kit A's left in the supply system. This requirement is for the contractor to upgrade 100 Kit A's supplied as Government Furnished Material to the Kit B configuration. DELIVERY: 40 Kits to be delivered within 60 days, and the remainder within 120 days of contract award. FOB Origin to be shipped to WR-ALC. Surplus Not Acceptable. The approximate RFP issued date will be 25 June 2009 with the approximate response date of 25 July 2009. RFP will be available at http://www.fbo.gov/ only. No telephone requests. Only written or faxed requests received directly from the requestor will be acceptable. T his is a limited source procurement per USC 2304(c)(1) TO: Scot, Inc., 2525 Curtiss St., Downers Grove, IL 60515-4060. Justification: Supplies (or services) required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. This is a follow-on contract to complete the required upgrade to the rest of the BRU-44 Bomb Ejector Racks in the Air Force inventory. Scot, Inc. designed the modification kits originally, and has full capability to manufacture and upgrade the current kits. Scot, Inc. has proprietary rights to the major components in the modification kits. Therefore, the Government must continue to obtain these kits from the original vendor. See Notes 22, 26 and WR-ALC CBD Note B below: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Note B: All potential offerors should contact the buyer/PCO identified above for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contacting officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
