- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes will not be issued. The solicitation number is 263-2009-(AR)-0604 and is issued as a Request for Proposal (RFP). The solicitation/contract will include all applicable provisions and clauses in effect through federal Acquisition Circular (FAC) 2009-04. The NAICS code is 541618 and the size standard is 500 employees. This requirement is set aside for small business. The period of performance is one year from date of award. The NIH wishes to procure a contractor to serve as a consultant for reviewing and rewriting the NIH guidelines for research involving Recombinant DNA Molecules, within The Office of Biotechnology Activities (OBA), Office of the Director, NIH. The contractor shall provide the following services: 1.Contractor shall provide ongoing revisions and reviews of the NIH guidelines for research involving Recombinant DNA Molecules within the Office of Biotechnology Activities. 2.Contractor shall serve as a legal consultant for the genetic modified organism’s policy. 3.Contractor shall rewrite and update policy as needed. 4.Contractor shall provide expert analytical and writing support for the development of a policy on conflict of interest screening for the NIH DSMB members. 5.Contractor shall develop a contract for Data Safety Monitoring Board (DSMB) logistical support services. 6.Contractor shall develop a Notice of Proposed Rulemaking (NPRM) for clinical trial registration and report results to NIH. 7.Contractor shall provide other high level advisory services related to the Office of Biotechnology Activities, as needed. This will require an individual with an in-depth knowledge of the NIH guidelines and policies and a vast knowledge of the legal ramifications and implications. The contractor shall submit a firm fixed price offer including any discounts. Offers shall detail description of services offered, availability of period of performance, and past performance data for similar work including performance data, and price. A completed copy of FAR provision 52.212-3, Offer Representations and Certifications – Commercial Items, should be submitted with the proposal. A copy of the Representations and Certification is available on the FAR website of the internet or you may contact the Contract Specialist listed in this announcement. The following clauses are applicable to this requirement. FAR 52.212-4, Contract Terms and Conditions – Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items; and 52.212-1, Instructions to Offerors – Commercial items. Offers must be in writing and addressed to the Contract Specialist, Ms Aleise Roberts, National Institutes of Health, Office of The Director, Simplified Acquisitions.
