Description
The Seattle District Corps of Engineers has a requirement to renovate and/or expand existing CDC facilities at Fort Lewis: Beachwood CDC (Building P08300), Clarkmoor CDC (Building P02095), and Madigan CDC (Building P06995). Additionally, the work will involve the construction of an addition at North Fort Youth Activity Center (Building P08584). This is a Design-Bid-Build project. Two of the CDC centers will be receiving an addition of 8,000 square feet and all three facilities will be renovated. The renovation will bring the existing activity rooms into compliance with the current Army Standard Design for CDCs to the extent possible. This will include extensive remodeling of the interior portions of the building in the activity rooms wings. The project includes changes to kitchens in all four facilities. The existing HVAC and plumbing systems will be substantially replaced with new systems. A new fire sprinkler system will be added throughout the buildings. Additionally, the project will include site improvements such as landscaping, privately owned vehicle parking lots, sidewalks, and curbs and gutters. Utilities will include connections for water (domestic and fire protection), sanitary sewer, natural gas, communication, and power. The project will include relocations of existing utilities in the footprint of the new expansion. Storm water will be collected or infiltrated on site through the use of bioswales and retention ponds. The new additions and renovated building systems are to comply with the current codes and standards, including anti-terrorism/force protection (AT/FP) criteria, building codes, and fire protection codes. The project will incorporate sustainable design features. The work will take place on Fort Lewis in Washington State. Magnitude of construction for this project is in the range of $10,000,000 to $25,000,000. The NAICS code for this project is 236220 with a small business size standard of $33.5M. Competition for this procurement is unrestricted as to business size. All responsible sources may submit a proposal that shall be considered by the agency. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements The solicitation will be issued as a Request for Proposal utilizing the Lowest-Priced Technically-Acceptable methodology as defined in Federal Acquisition Regulation (FAR) Part 15 and will include price and non-price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation.
