Description
NOAA's Marine Operation Center has a requirement for the replacement of the Electronic Data Interfaces (EDIs) on select vessels within the NOAA Ship fleet. The contractor shall provide all facilities, supervision, material, and labor necessary to provide for the replacement of the EDI systems on the NOAA Ships HENRY B. BIGELOW, OSCAR DYSON, PISCES, and SHIMADA according to the Government's specifications and drawings. The Government anticipates that the solicitation will result in a contract award with one ship as the base requirement and the three remaining ships as separate option items. The contractor shall remove the existing system components and install a new system in accordance with Government furnished drawings. To accomplish this, the contractor must have internal capability or employ the services of a firm specializing in shipboard automation and monitoring systems to provide the material, programming, and oversight for the installation and to act as the system integrator to coordinate the required interface with existing systems including propulsion drives, generator controls, and dynamic positioning system. Note that the Government furnished drawings are the American Bureau of Shipping (ABS) approved plans for this modification and no change or deviation is permitted without prior written approval from both ABS and NOAA. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. All responsible and fully responsive sources may submit an offer which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price contract. Solicitation documents will be made available for download on or about June 26, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential bidder is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is July 27, 2009; however, the actual date offers are due will be stated within the solicitation documents. All vendors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). NO award can be made unless the vendor is registered in CCR.
