Description
The U.S Department of Commerce, National Oceanic & Atmospheric Administration, National Marine Fisheries Service, 212 Rogers Avenue, Milford, CT 06460 plans to purchase marine equipment on a sole source basis with Teledyne RD Instruments, 14020 Stowe Drive, Poway, CA 92064 one (1) each Workhorse Sentinel Acoustic Doppler Current Profiler 1200 kHz to include one (1) each Bottom Tracker and one (1) each Pressure Sensor with depth rating 50 meters. The Sentinel ADCP relies on a 4 beam design, broad band processing, self contained or movable, and has a water velocity accuracy of 0.3%. Current Profiling in oceanic environments from depths 1 meter to 150 meters. The North American Industry Classification System code is 334511 with size standard of 750 employees. The order shall be firm fixed priced with a expected delivery date on or around August 20, 2009. Delivery terms for this requirement are FOB Destination. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.5 to use simplified procedures for commercial acquisitions. Teledyne RD Instruments is the only known source to NOAA/NMFS that offers patented 4-beam design for improved data reliability and patented Broadband signal that delivers very low noise data. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NOAA/NMFS to determine if the party can perform this requirement. Capability statements must be received in the Contracting Office by 3:00 pm EST, on June 29, 2009. A determination by the Government not to compete this proposed requirement will be based upon responses to this notice and is solely within the discretion of the Government.
