Description
Pre-Solicitation Notice RFP 200-1056-SC The Federal Bureau of Prisons is seeking concerns having the ability of providing ANY or ALL of the following services for male juvenile Federal offenders held under the authority of United States Statutes located within and throughout the state of New Mexico: Non-Secure residential male juvenile Services; Non-Secure Residential Sex Offender Treatment services for male juvenile offenders; and Non-Secure Residential Mental Health services for male juvenile offenders. Non-Secure Residential services include care, custody, control, accountability, and treatment, including subsistence. Line Item #1: To provide Non-Secure Residential Male Juvenile Services The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled "Contract Non-Secure Juvenile Facility; Amended February 2004; Modified May 2005; Modified December 2008; Modified March 2009". This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The services for Line Item #1 are to be 100% male for the one year base period and two (2) option years. The estimated number of inmate days for Line Item #1 are as follows: a guaranteed minimum of 1,825 inmate days and an estimated maximum of 10,950 inmate days for the one-year Base Period; a guaranteed minimum of 1,830 inmate days and an estimated maximum of 10,980 inmate days for Option Year #1; and a guaranteed minimum of 1,825 inmate days and an estimated maximum of 10,950 inmate days for Option Year #2. Line Item #2: To provide Non-Secure Residential Sex Offender Treatment Services The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled "Juvenile Sex Offender Services, December 2008". This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The services for Line Item #2 are to be 100% male for the one year base period and two (2) option years. The estimated number of inmate days for Line Item #2 are as follows: a guaranteed minimum of 1,825 inmate days and an estimated maximum of 2,920 inmate days for the one-year Base Period; a guaranteed minimum of 1,830 inmate days and an estimated maximum of 2,928 inmate days for Option Year #1; and a guaranteed minimum of 1,825 inmate days and an estimated maximum of 2,920 inmate days for Option Year #2. Line Item #3: To provide Non-Secure Residential Mental Health Services The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled "Juvenile Offender Mental Health Services, December 2008". This is an Indefinite Delivery/Indefinite Quantity (IDIQ) type contract. The services for Line Item #3 are to be 100% male for the one year base period and two (2) option years. The estimated number of inmate days for Line Item #3 are as follows: a guaranteed minimum of 3,650 inmate days and an estimated maximum of 8,760 inmate days for the one-year Base Period; a guaranteed minimum of 3,660 inmate days and an estimated maximum of 8,784 inmate days for Option Year #1; and a guaranteed minimum of 3,650 inmate days and an estimated maximum of 8,760 inmate days for Option Year #2. The Federal Bureau of Prisons reserves the right to transfer juveniles among placement programs or facilities as necessitated by the programming requirements of the juvenile. The Federal Bureau of Prisons reserves the right to make one single or multiple awards up to no more than five (5) awards to meet the requirements of all Line Items. Offerors may submit proposals for any, all or a combination of Line Items. The solicitation will be available on or about June 24, 2009 and will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fbo.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP-200-1056-SC will be on or about August 24, 2009. All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone requests or written requests for the solicitation will be accepted. Faith-Based and Community Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
