- This is a combined synopsis/solicitation for a commercial supply and/or service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F2VTJ59149AC01. This acquisition is unrestricted. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: DESCRIPTION OF REQUIREMENT: Upgrade of VIPER II to enhance the JCSE airborne command post en-route INMARSAT capability. CLIN 0001 (1 Each) HSD-128 upgrade to HSD-400 (plus swiftbroadband) CLIN 0002 (1 Each) Repair HSD for upgrade CLIN 0003 (1 Each) HSD rack exchange for upgrade CLIN 0004 (1 Each) Purchase Down Converter Low Noise Amplifier This is a Brand Name or Equal requirement. Any Or Equal proposal received will be sent to the technical advisor for compatibility or functionality. The following salient characteristics must be met if proposing an or equal product: Upgrade Requirements: 1. eNfusionR HSD 400 (High Speed Data Terminal) install SwiftBroadband capability with the following features: Standard IP (up to 432kbps) nominally 300-150kbps Streaming IP (QoS service 128kbps 64kbps 32kbps Voice (4.0kbps AMBEtm +2codec) ISDN (64kbps Data or 3.1khz Audio) 2. Repair HSD 3. Upgrade/Exchange terminal equipment rack for compatibility with SwiftBroadband 4. Replace current "Type A Downconverter /Low Noise Amplifier" with Type F ARINC 781 D/LNA(SwiftBroadband Compatibile) Award will be made to the quotation which offers the best value to the government. Multiple awards may be accomplished if any items are determined to be unbalanced. The Government also reserves the right to make no award at all. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32 effective 14 May 2009, DFAR DCN 20090115, and AFFAR AFAC 2009-0318. The Standard Industrial Classification (SIC) is 3663, Communications equipment, mobile and microwave, manufacturing. A firm fixed price contract will be awarded. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication or protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
