Description
Introduction: This SOURCES SOUGHT NOTICE is to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) that can provide: Management and Operation of Occupational Health Services Program at the Centers for Disease Control and Prevention (CDC), Atlanta, GA. The information from this market research will help CDC plan their acquisition strategy. Please be sure to indicate if you have a GSA schedule contract, a contract on GSA 8(a) STARS, or a contract on GSA VETS GWAC. THIS IS STRICTLY MARKET RESEARCH. THE CENTERS FOR DISEASE CONTROL AND PREVENTION(CDC) DOES NOT INTEND TO ISSUE A REQUEST FOR PROPOSAL AT THIS TIME. CDC WILL NOT ENTERTAIN QUESTIONS REGARDING THIS MARKET RESEARCH. BACKGROUND The purposes of this requirement is to obtain the services of a Contractor to provide a comprehensive program of occupational health services. These services include in-service physical examinations; preventive and health promotion programs; occupational health surveillance programs; employee counseling services; and work-site health promotion activities. Response Information: In order to respond to this notice, contractors must be able to indicate experience and/or the ability to provide all of the numbered points below. Give enough detail so your response clearly indicates that you can provide the following: 1. Operation of multiple occupational healthcare clinics at one time in various parts of the country, and the coordination of information with Federal Occupational Health. 2. Provision of occupational medical services (which include but are not limited to immunizations, travel related visits, injury/illness visits, assisting with clinical research studies, pre-deployment health screening and medical surveillance) and non- occupational illnesses. 3. Management of an Employee Assistance Program which includes but is not limited to counseling on various issues such as workplace and economic stress, substance abuse, relationship counseling, alternative dispute resolution etc., as well as partnering with the CDC Responder Resiliency program. Coordinate Atlanta EAP services with EAP services provided for CDC field employees. Respond to questions from field EAP counselors (currently provided by Federal Occupational Health and other small EAP vendors) regarding the CDC milieu and work-life, culture, and policy. 4. Provision of respiratory protection program. This includes hands-on training, which covers disposable respirators, half- and full-face negative pressure air purifying respirators (APRs), powered air purifying respirators (PAPRs), and self-contained breathing apparatus (SCBA)-type respirators. The fit testing shall be quantitative fit testing for all tight-fitting face-piece respirators, including disposable respirators. Properly and carefully documenting and maintaining all fit testing records, medical clearance notifications, training records, worksite hazard evaluations, exposure monitoring reports, records related to which respirators protect against which CDC-specific hazards and all other associated program records on Government-supplied forms and input into the existing database and/or any applicable future database such as an electronic medical records program. 5. Management of health education and promotion activities. This includes but is not limited to, scheduling periodic noontime lectures on mental health, stress management, and general health subjects, and participating in orientation courses outlining the mission of the Occupational Health and Prevention Services and describing its policies and practices. 6. Maintenance of pharmaceuticals, equipment/supplies including emergency and/or life-saving equipment such as oxygen, EKG monitors, and emergency medications. 7. Management of employee health records. This includes but is not limited to a paper system, and the implementation and management of an electronic medical records system. 8. Management of health promotion centers (Lifestyle). The provision of high quality, well promoted programs that target specific identified needs in a large diverse workforce. These activities will be in accordance with American College of Sports Medicine (ACSM) guidelines and other appropriate guidelines specified below. This includes screening potential members and determining the appropriateness for beginning an exercise program or using the equipment/classes. Monitoring and maintaining fitness equipment and tracking usage at the centers. 9. Provision of special health promotion programs. Conduct specific targeted wellness programs providing both staff and resources to successfully conduct special Health Promotion events for employees. This includes, but is not limited to Federal Fitness Day, Stress Management, Nutrition, American Heart Association Standard First Aid/CPR Training, American Heart Association BLS Healthcare Provider course to CDC employees required to maintain this certification. 10. Support and implementation of new and innovative approaches (e.g. HealthierUS EO) in addressing activities which: 1) improve physical activity; 2) promote healthy eating; 3) improve preventive screening; and 4) promote healthy choices.
