- This presolicitation notice is provided by the United States Transportation Command (USTRANSCOM) in anticipation of issuing a solicitation on or about June 24, 2009 for the Joint Flow And Analysis System For Transportation (JFAST). JFAST is a multi-modal transportation analysis model designed for USTRANSCOM and the Joint Planning and Execution Community. This model is used to determine transportation requirements through forecasting, adaptive & collaborative planning and transportation feasibility for the movement of troops and equipment in support of worldwide humanitarian and defense efforts. JFAST is a windows based client-server application that models sea, air, and surface moves from origin to final destination. The system is designed to run on one or more WIN 2000, NT or XP workstations. To meet JFAST requirements, full and open competition will be sought; whereby, the Government has determined a small business set-aside is not appropriate for this effort. The solicitation will reflect an Indefinite Delivery / Indefinite Quantity contract type with utilization of best value as the basis for award. The period of performance is a base year and 3 option year periods. The solicitation will be issued through FedBizOpps. Note: this presolicitation notice identifies the Govenment's intent to solicit for JFAST on or about June 24, 2009. Only those questions regarding this notice will be addressed at this time.
