Description
PRE-SOLICITATION NOTICE This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.203(a). The National Institute of Standards and Technology (NIST), Center for Nanoscale Science and Technology (CNST), Nanofabrication Research Group, has a requirement for the purchase of an Environmental Scanning/Transmission Electron Microscope (ESTEM). The purchase shall include all required equipment, and installation and training, and option line items for the system. The CNST maintains a shared user facility for measurements to support the development of nanotechnology. As part of this commitment, CNST requires to obtain atomic scale measurements of structural and chemical changes occurring during synthesis and functioning of nanostructured materials. This can be achieved using in situ imaging and chemical analysis under reactive environments in an environmental scanning/transmission electron microscope (ESTEM). The required microscope will provide CNST a platform to standardize in situ measurement techniques and applications. It will be employed to investigate a wide range of materials and nanostructures, including organic and inorganic and hybrid structures. To accomplish this, high-resolution (including bright-field and phase contrast) imaging (including energy-filtered imaging) and analysis (including XEDS and EELS element-specific mapping) in TEM and Scanning TEM modes, and multiple diffraction modes (selective area, nano-beam and convergent-beam) are required. Delivery terms shall be FOB DESTINATION. The delivery schedule shall be stated in the request for quotation. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to kim.stavish@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation fifteen (15) days after the date of publication of this notice (or as soon as possible thereafter).
