Department of Veterans AffairsRichard L Roudebush VA Medical Center 1481 W Tenth Street Indianapolis, IN 46202 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 U.S.C. 253(C)(1) under FAR 6.302-1. Justification 1.Identification of Agency and Contracting Activity Department of Veterans Affairs, Richard L Roudebush VA Medical Center, 1481 W Tenth Street, Indianapolis, IN 2.Nature/Description of Action This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 3.Description of Supplies/Services: Stanley Best Access Locksets and cores/keys 4.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(1). 5.Demonstration of Contractors Unique Qualifications Locksets, cores and keys must be Stanley Best Access System so they will operate with the Richard L Roudebush VA Medical Center's (VA Indianapolis) existing master Stanley Best Access Key Control System. The VA Indianapolis cannot properly secure the hospital without a single common grand master keying system. 6.Description of Efforts Made to Ensure a Variety of Potential Sources This J&A and the Construction solicitation requiring the locksets will be posted in FedBizOps. 7.Determination of Fair and Reasonable Cost This item is being purchased in combination with a complete construction contract. This is a minor item of the contract and since it is a commercially sold item there should not be a issue with the vendor not providing a fair and reasonable cost. 8.Description of Market Survey: No market survey was completed due to the necessity to match the existing keying system. All equipment and components shall be new, and compatible with the Siemens/Pyrotronics MXL system and manufacturer's current model. This is necessary for total system operation and protection of our patients, staff and buildings. Any non-Siemens/Pyrotronics component could cause the system to fail in the case of a fire emergency. The system must be certified upon completion of the project and this could not be accomplished if other manufacturer's equipment is used. 18.Description of Efforts Made to Ensure a Variety of Potential Sources This J&A and the Construction solicitation requiring the locksets will be posted in FedBizOps. 19.Determination of Fair and Reasonable Cost This item is being purchased in combination with a complete construction contract. Justification 25.Identification of Agency and Contracting Activity Department of Veterans Affairs, Richard L Roudebush VA Medical Center, 1481 W Tenth Street, Indianapolis, IN 26.Nature/Description of Action This document sets forth the justification and acceptance approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 27.Description of Supplies/Services: Johnson Controls/Metasys system for monitoring purposes 28.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(1). 29.Demonstration of Contractors Unique Qualifications Johnson Controls Metasys System for HVAC Controls - HVAC controls must be Johnson Controls Metasys so they will operate with the existing master Johnson Controls Metasys Engineering Control Center currently used by the Richard L Roudebush VA Medical Center (VA Indianapolis). Non-Metasys components could cause failure of the Engineering control Center and have devastating effects on patient care and vital hospital operations in surgery, laboratories, etc. The VA Indianapolis uses only the Metasys Building Management System so all components must be compatible with the system. 30.Description of Efforts Made to Ensure a Variety of Potential Sources This J&A and the Construction solicitation requiring the Johnson Controls Metasys System will be posted in FedBizOps. 31.Determination of Fair and Reasonable Cost This item is being purchased in combination with a complete construction contract. This is a minor item of the contract and since it is sold commercially there should not be a issue with the vendor not providing a fair and reasonable cost. 32.Description of Market Survey: No market survey was completed due to the necessity to match the existing keying system.
