Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912PB09t4006. This is a pre-solicitation notice for firm fixed price requirements contract to provide fire fighting services at Mihail Kogalniceanu Air Base, Romania. 1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain effective fire protection for Joint Task Force East at Mihail Kogalniceanu (MK) Airbase, Constanza, Romania, 24 hours a day, seven days a week in an austere field environment under the general oversight of the Task Force Provost Marshal. The services shall comply with AR 420-1 and implementation instructions for a field type environment specified below. The contractor shall provide all staffing and equipment (unless government supplied) to establish and maintain two engine companies with a total of eight fire fighters 24 hours a day, seven days a week in an austere field environment. Specific provisions apply for the phase in period. The government will provide response vehicles and equipment. Unless otherwise noted, the contractor is not expected to establish response capabilities beyond this scope. Additionally one Fire Chief or representative shall be available immediately during regular work hours and on an on-call bases 24/7 within 60 minutes. 1.1 General description: MK Airbase is a Temporary Forward Operating Base. All facilities are existing Romanian type III structures, tents and temporary shelters. Water supply for firefighting purposes is very limited. 1.2. BASIC Services: 1.2.1.Transportation: The contractor shall provide transportation for all contractor supplied equipment to and from MK Airbase. 1.2.2.Contractor provided equipment; The contractor shall provide all equipment required to establish and maintain a field type fire station. This includes all furnishings and equipment required to maintain contractor provided equipment in operational order. 1.2.3.Self contained breathing apparatus: The government will provide a total of four MSA SCBA each one equipped with one air cylinder and mask. The contractor will provides additional SCBA for the second engine company and is responsible to either supply compatible additional spare cylinders and masks or provide his own breathing apparatus in order to maintain mission readiness. The contractor is expected to provide all equipment required to re-commission breathing apparatus after use (i.e. air compressor). 1.2.4.Personal Protective equipment: The contractor will provide sufficient and adequate personal protective equipment for all his employees. 1.2.5.Activation: The contractor shall establish within three working days an operational fire station in the government provided facility 1.2.6.Response to structural fires: The contractor shall respond to all structural fires at MK Airbase within 6 minutes with two engine companies and mitigate them effectively. 1.2.7.Response to Medical Emergencies: The contractor shall respond to medical emergencies within 6 minutes with at least two responders trained in first aid. 1.2.8.Response to aircraft incidents: No military aircraft are assigned to MK airbase, a civilian fire department provides fire protection for civilian air traffic at MK and flight military flight movements will be below 40 movements a day (estimated 2-5 a week), not justifying any dedicated resources. In case of an emergency the contractor will respond to provide intervention within the given capabilities. The contractor will be notified of aircraft movements in advance. AOR, Fire Chief, Provost Marshal and Fire Chief will jointly determine if a standby has to be established. 1.2.9.Response to vehicle accidents and other rescue operations. The contractor will respond to all vehicle accidents and technical mishaps within six minutes. 1.2.10.Response to hazardous materials: The contractor shall response to hazardous materials at the operation level. Clean up services are provided by the facility engineers. 1.2.11.Dispatch services: The local MP station will dispatch Fire Department either by DSN or radio. Fire Department will report to MP station every vehicle movement. 1.2.12.Management and administration: 1.2.12.1. Internal management: the contractor will provide all resources to effectively provide internal workforce management 1.2.12.2. Policies and procedures: The contractor will establish all internal policies and procedures required to operate a fire department to DoD standards. The contractor will actively participate in development and implementation of a FOS fire regulation and provide comments. 1.2.12.3. Meetings, briefings, reports: The contractor will participate in all government meetings which could have impact to fire safety of FOS and provide recommendations for mitigation on all issues which could negatively affect fire safety. The contractor will inform the government on any issues which could negatively affect mission readiness and response capability of the fire department and actively work with the government on mitigation plans. The contractor will establish all reports required by AR 420-1 and subsequent National Fire Protection Association Codes. The contractor will provide additional reports and briefings (such as biweekly mission readiness, daily duty log etc.) to the government as needed. 1.2.12.4. Safety: The contractor will adhere to all applicable safety regulations. This applies especially to personnel receiving training during phase in period. 1.2.13.The contractor and its personnel are subject to Army and JTF-East policies and standard such as base access, security screening etc. 1.2.14.Facility inspections: The contractor will perform crew type facility familiarizations and inspections. The contractor will stop any unsafe actions immediately and provide a written report to the PM. ICW the PM the fire crew will also perform evacuation drills and provide general training and information about basic fire safety rules to the base population. 1.2.15.Operator level maintenance: The contractor will perform operator level maintenance and repair on all government supplied equipment. The contractor will notify the government immediately on any repairs or maintenance required exceeding local capabilities. 1.2.16.Expendables and supplies: The contractor will provide all expendable and supplies required for the operation of a fire department not provided by the government. The contractor will provide foam agent for firefighting vehicles (tank capacity 200liters each). 1.2.17.De-activation: At the end of the exercise the contractor will deactivate the fire station, return all government supplied equipment packed and an in the same condition as received to the government and return all contractor supplied equipment. Regular tear and wear or accidental damage, other than caused by gross negligence do not authorize any party for additional claims. 1.3. Period of performance: Will be specified in subsequent task orders. 1.4.Phase in period: 1.4.1.Phase in period option 1 (U.S. certified): The contractor shall provide staffing with fully DoD, Pro Board or IFSAC certified personnel within three days after award. Nationality of these personnel is up to the contractor.
