Description
The U.S. Department of Homeland Security (DHS) U.S. Customs and Border Protection’s (CBP) Facilities Management & Engineering (FM&E) Tactical Infrastructure (TI) program has a requirement for Comprehensive Tactical Infrastructure Maintenance and Repair (CTIMR) for the majority of its physical fencing along the southwest border. During the past 10 months, CBP has conducted market research and a series of industry days to better understand the industrial base, companies capable and interested in providing this support and what challenges may face them in doing so. As a result of this work, and feedback provided by industry, a draft request for proposals (RFP) was posted on May 29, 2009, on the Federal Business Opportunity website. In the draft RFP, we asked industry to provide CBP with another round of feedback. Feedback provided during this phase of the procurement will allow CBP to further refine the acquisition strategy and business related requirements of the project prior to release of the final RFP in the July/August 2009 timeframe. CBP has received feedback that instructions related to this process were difficult to find in the draft RFP. To ensure transparency and awareness of these instructions, please note and refer to the following guidance in the draft RFP: Section B, Page 4: “At this time the Acquisition Plan (AP) for this acquisition has not been approved. Small business capability statements have been reviewed and there are one or more small businesses who may be capable of performing in one or more of the areas of this acquisition. Consideration of socioeconomic class of any potential set aside(s) are still being considered. Small business is encouraged to respond to this draft as well as future notices.” Section L.2 (c) (1), Page 74: “Comments to this draft RFP shall be submitted upon issuance of this notice thru due date listed (in the SF33, i.e. June 16, 2009 emphasis added). All questions and comments will be posted on FEDBIZOPPS for all interested vendors.” Please note that comments, questions, and suggestions related to the draft RFP are being accepted through June 16, 2009, 12 noon EST.
