- This Special Notice has a twofold purpose as follows: (1) To seek public review and feedback/comments on the draft solicitation for the VA Denver Replacement Medical Facility Aurora, CO, and (2) to provide presentation documents used at the VA June 8, 2009 Industry Day Forum. (1) The US Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is seeking public review and feedback/comments on the attached draft solicitation document to be used for the construction of the VA Denver Replacement Medical Facility, Aurora, CO. The procurement method to be used for the VA Denver Replacement Medical Facility is called Integrated Design and Construct (IDc), which is similar in concept and nature to Construction Management Constructor (CMc) or Construction Management at Risk (CM@Risk). Please review the solicitation in its entirety. In particular, I request that you review the project's scope; Section C, Part III - Proposal Requirements C1 through C4; Clause 52.216-1, Type of Contract; and Clause 52.216-17, Incentive Price Revision - Successive Targets, Alternate 1 (APR 1984). After your solicitation review, please provide your written review comments or recommendations to Frank A. Clemons at frank.clemons@va.gov no later than 1:00 pm on June 24, 2009. Note: This is not a request for proposal. This is a DRAFT solicitation only. The New Orleans Replacement Medical Facility, New Orleans, LA issued under Solicitation VA-101-09-RP-0123 is also using the IDc procurement method. The solicitation is available at www.fbo.gov. (2) As a result of the Denver VA Industry Day Forum on June 8, 2009, the attached presentation documents are provided: (1) June 8, 2009 Power-Point Presentations, and (2) Sign-In Sheets.
