Description
The contract work includes construction of a new Bio-Environmental Engineering (BEE) Facility at Dover Air Force Base, Delaware. The BEE Facility (approximately 4100sf) will provide working space for both military and civilian personnel who are responsible for all environmental monitoring, industrial hygiene, and biological/chemical disaster response for the 436th Airlift Wing. The BEE Facility shall be a one-story, steel framed structure with brick veneer, exterior insulation and finish system, and standing seam metal roof. Also included in the base bid is all associated site work. This facility includes primarily admin offices/areas, storage and four specialty (mask fitting, water laboratory, industrial hygiene laboratory, JBAIDS laboratory) rooms. This project includes the following options: OPTION 1 - Provide brick exterior from foundation to the soffit in lieu of exterior brick wainscot with EIFS above; OPTION 2 Provide plastic laminate on the inside face of all case work in lieu of melamine; OPTION 3 Provide operable blast resistant windows in lieu of non-operable blast resistant windows. OPTION 4 Provide a unit price for unsuitable soil removal and disposal, if encountered during construction. In addition, this project will comply with DOD anti-terrorism/force protection requirements per Unified Facilities Criteria. Solicitation Number W912BU-09-B-0015 will be issued on or about 12 May 2009 with a bid opening date of 16 June 2009. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 236220 with a size standard of $33,500,000.00 million. This IFB includes special standards which are as follows; A. Specialized Experience on Similar Type Work and Project Experience, B. Past Performance, C. Key Personnel, D. Proposed Contract Summary Schedule. Further description of all special standards will be found in sections 00610 of specifications. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Plans and specifications will be made available via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $100,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration database as required by DFARS 204.7300. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Liquidated damages will be specified. Award will be made as a whole to one bidder. This procurement is advertised as Unrestricted.
