Description
The National Aeronautics and Space Administration (NASA) plans to issue Revision Dto the NASA Launch Services (NLS) Request for Proposal (RFP) on or around July 10, 2009to extend the NLS contract ordering period an additional ten years from June 30, 2010 toJune 30, 2020. As a result, changes are expected to be incorporated into the NLS contractsuch as:Increase potential maximum contract valueRequire one successful launch prior to LSTO proposal submissionDecrease number of on-ramp periods per yearGrant Authority to Proceed via task order awardRedefine criteria for determination of partial mission successEstablish contract deliverable for summary of records holdingsRevise terms and conditions to better align with current NLS practicesThe initial NLS RFP was issued on October 18, 1999 with a ten-year ordering period. TheNLS on-ramp provision accommodated proposal submissions twice a year from new launchservice providers desiring to obtain an NLS contract and for new technology from currentNLS contractors. To date, the RFP has resulted in the award of Indefinite DeliveryIndefinite Quantity (IDIQ) task order contracts to United Launch Services Delta, UnitedLaunch Services Atlas, Orbital Sciences Corporation, and Space Exploration TechnologiesCorporation. Each August during the life of this contract, or at any other timeestablished via synopsis, the Government will accept proposals from new launch servicesproviders for IDIQ contracts and proposals from existing IDIQ contractors for additionallaunch services. The Executive Summary, which provides an overview of the requirements contained in thesubject RFP, along with the NLS RFP revision D and mission model can be found at: http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76 on or around July 10,2009. The Executive Summary also conveys NASA's intent to utilize commercial provider'scapabilities and processes to the maximum extent possible. The mission model is beingprovided to identify potential launch service needs through 2020. It is anticipated thatproposals will be due on or around August 12, 2009. An ombudsman has been appointed. SeeNASA Specific Note "B".Existing providers and new providers shall submit complete proposals that address allrequirements in the solicitation. Change pages submitted addressing revisions to thesolicitation will not be accepted.Proposals should be mailed or hand-carried to: NASA, John F. Kennedy Space Center Mail Stop: OP-LS, Attn: Joseph M. MARK: RFP 10-99-0021 Revision D; TO BE OPENED BY ADDRESSEE ONLY This acquisition is restricted to domestic sources. Minimum contract requirements are setforth in Attachment E3, Paragraph 1.0 of the NLS RFP. Specifically, offerors must bedomestic launch service providers and must be ISO 9001/2008 certified by the time ofproposal submission. An official of the company who is authorized to bind the companymust sign your proposal. Your proposal must also contain a statement that the offer isfirm for a period of 180 days from your submittal date. You must provide the company nameand complete address (including street, city, state, and nine-digit zip code) and theData Universal Numbering System number applicable to that name and address. The RFP does not commit the Government to award a contract nor does it obligate theGovernment to pay for any cost incurred in the preparation and submittal of proposals orin anticipation of a contract. The Government reserves the right to reject any and allproposals should such action be in the interest of the Government. The Attachments to the NLS RFP are an integral part hereof. If you fail to obtain orlocate any part of the RFP, promptly notify Joseph Bell at (321) 867-1269. Offerors are hereby notified that funds are not presently available for this effort. TheGovernment's obligation is contingent upon the availability of appropriated funds fromwhich payment for contract purposes can be made. It is anticipated that funds will beavailable at the time of contract award. A draft of the RFP revision D is being posted along with this Synopsis to seek commentson proposed changes to the NLS contract. All proposed changes to the current RFP areidentified with change bars. The draft RFP can be found athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76. Written questions/commentsregarding this draft RFP must be submitted via email to Joseph Bell atJoseph.M.Bell@nasa.gov and Steve Peterson at Steven.B.Peterson@nasa.gov on or before June24, 2009 and shall cite the solicitation number. To permit a formal Government response,any comments or questions should not be marked as confidential or proprietary businessinformation, competition sensitive, etc. Comments will be reviewed, and if appropriate,changes will be made to the RFP before release of the final RFP. Questions/commentsreceived after June 24, 2009 will be considered but may not be answered. Responses toquestions/comments will be posted at the following link:http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76. NASA intends to release thefinal RFP on or around July 10, 2009, and encourages new and existing providers to submitproposals.Once the final RFP is released, new and existing providers will be required to propose toall terms and conditions as specified in the RFP Revision D.
