Description
SOURCES SOUGHT NOTICE THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROJECT SOLICITATION NO.: GS-02P-09-DTC-0022 The Public Buildings Service of the United States General Services Administration (“GSA”), Northeast & Caribbean Region, New York, NY, is requesting Letters of Interest for a Bridging Design Building (BDB) contractor to provide design and construction services for the BDB Services for the High Performance Green Building Modernization and Other Alteration Work for the Clement Ruiz Nazario Courthouse and Federico Degetau Federal Office Building located at Carlos E. Chardon Avenue, Hato Rey, PR. For the Request for Proposals, the interested DBD contractors will receive Bridging Documents, created by an A/E under a separate procurement. SINCE THIS IS A BRIDGING DESIGN BUILD PROCUREMENT, GSA ENCOURAGES ARCHITECT/ENGINEER AND GENERAL CONTRACTOR FIRMS TO FORM JOINT VENTURES TO PROVIDE THE SERVICES DESCRIBED IN THIS SOURCES SOUGHT NOTICE. The current estimated construction cost range (including options) is $60,000,000 to $80,000,000. The estimated project design and construction duration is 1975 days. The North American Industry Classification System (NAICS) code for this effort is 236220 and the Small Business Administration (SBA) size standard is $33.5 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. The scope of work includes, but is not limited to the following: •Re-design and replacement of HVAC system, with MPDCV system •Upgrade of electrical panels and distribution system •Implementation of energy conservation program •Intelligent lighting system •Advanced Metering •Installation of photovoltaic panels •Improve interior finishes •Renovation of restrooms •Compliance to ADA requirements •Upgrade of fire protection and life safety system •Partial Site improvement The project will require work to be performed in a building that is 80% occupied. The existing facility operates 5 days a week. The contractor shall ensure maintenance and protection of building systems during the work and uninterrupted facility operations. The Government anticipates the release of a Request for Proposals (RFP’s) for the technical portion of this procurement on or about October, 2009. The RFP will be issued on the Internet at: http://www.fedbizopps.gov/. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with this solicitation number. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. At the conclusion of the acquisition process, the Government anticipates an award of a Firm-Fixed Price contract. A Site Visit / Pre-Proposal Conference will be held for this procurement. The conference will be held on or about October 2009. This conference will be held to discuss the projects and address any questions or concerns and for offerors to visit the site. DOCUMENT SECURITY When the Request for Proposals is issued, because of the document security notice requirements; documents will not be available at any common viewing venue. Offerors who wish to receive the solicitation documents when the RFP is issued must first complete and submit to the Contracting Officer a Sensitive But Unclassified (SBU) Document Security form. This form will be available with the Request for Proposals and upon request from the Contracting Officer. Documents will not be released until the completed SBU form has been submitted to the Contracting Officer (this includes all subcontractors and suppliers). INTERESTED OFFERORS ARE STRONGLY ENCOURAGED TO COMPLETE THE SBU FOR THEMSELVES AND ALL POTENTIAL SUBCONTRACTORS AND SUPPLIERS IN ADVANCE OF THE RFP ISSUANCE. This will facilitate prompt distribution of the documents when the RFP is issued. Please respond with a Letter of Interest by June 25, 2009. This is not a Request for Proposals.
