Description
The U. S. Geological Survey, Western Region, Branch of Regional Research intends to award a non-competitive purchase order to Spectromat GMBH of Germany for electronic equipment necessary for an upgrade of a currently owned USGS thermal ionization mass spectrometer. This ionization mass spectrometer is currently housed in the Geologic Discipline space on the Menlo Park Campus, California. These components are as follows: 1 each for the QHV2- Ion source high voltage supply for positive ionization, 1 each of the PCU main switching unit, and 1 each of the PHV Universal High Voltage Supply. This Finnigan MAT261 mass spectrometer was manufactured by the Finnigan Corporation (currently Thermo Instruments), a German company, in 1982. Thermo no longer supplies parts or service for this line of mass spectrometers. All service and parts responsibilities have been transferred by Thermo to Spectromat GMBH, a German company run by two former Finnigan engineers. The three electronic components listed in this synopsis are specific to the FinniganMAT series of thermal ionization mass spectrometers, and are manufactured exclusively by Spectromat GMBH. There are no other known suppliers of these electronic components. Specifically, there are no suppliers of equipment for these mass spectrometers in the United States. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) and the procedures of FAR Part 12, entitled, "Acquisition of Commercial Items." In accordance with FAR 5.207(c)(13)(i), other responsible sources that believe they can meet the requirement described above may submit a capability statement or quotation no later than the closing date of this announcement which will be considered by the USGS. All responses must be in writing, by e-mail to the Contracting Officer at sklingler@usgs.gov. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2005-32, Tech Amend Effective 14 May 2009 & FAC 2005-31, Effective 20 Apr 2009.
