Description
The Department of Veterans Affairs, VA Medical Center 5500 Armstrong Rd., Battle Creek, Michigan, 49037 anticipates soliciting bids and consequently awarding a contract for the construction and services project known as Electrical Testing and Corrections. The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING), Part 36 (CONSTRUCTION), and Part 37 (SERVICES) and will be evaluated in accordance with the procedures therein. The solicitation is to be advertised as a Total Set-Aside for Service Disabled Veteran Owned Small Businesses. Service Disabled Veteran Owned Small Business firms are invited to send a notice of interest via email. Insufficient interest from SDVOSB firms may result in the solicitation being advertised via an alternate socio-economic set-aside or as full and open competition. This project is a combination of both services (inspection, testing, certifications, etc) and construction (repairs, updates, etc). A single award will be made for all aspects of the work. The contractor shall furnish all labor, materials, equipment, supplies, travel, management, etc. to perform all work under this project which consists of: INSPECTION AND TESTING (Service): Work includes inspections, testing, and maintenance performed on the essential electrical equipment (the Electrical Power Distribution System) to insure that the equipment and systems are suitable for continued service and operate in a safe, reliable and efficient manner. Upon completion of work, Contractor shall issue a detailed written report. Contractor shall work with A/E to provide as-built single-line drawings of the existing Electrical Power Distribution System (including low-voltage panels) and recommendations for future repairs and updates with priority codes assigned. Contractor shall provide portable generators for buildings not currently fed by on-site emergency generators. Inspections and testing of the following items is included: Thermographics Switchgear and Switchboard, Circuit Breakers, Insulated/Molded Case, Circuit Breakers - Med. Voltage, Transformers - Liquid-Filled, Protective Relays, Switches -Oil -MV, Switches - Air - LV, Cables - LV -600V max, Manholes, Automatic Transfer Switches, Cables - MV, Motor Control Centers, Emergency Generators. This portion of the work is service related and will be bid on a unit price basis. PCB CERTIFICATION (Service): Work includes testing and labeling all oil- and compound-filled electrical equipment regardless of polychlorinated biphenyl (PCB) content. The PCB CERTIFICATION PROCEDURES accompanying this specification form a part of the contract. Contractor shall issue a final report in a that shall include laboratory results of the PCB content for each piece of equipment tested. This portion of the work is service related and will be bid on a unit price basis. URGENT REPAIRS (Construction): Work includes installation and removal of electrical equipment as noted on the drawings. Existing oil-filled equipment to be replaced may contain PCBs and must be tested per the PCB CERTIFICATION bid item to determine the proper disposal method. Repair of the following items is included: Replace S-6 with new 600A switch, Replace T-30 with new 300 kVA transformer. This is construction related and will be bid on a lump sum basis. EMERGENCY POWER UPDATE (Construction): Work includes installing a 50 kW emergency generator, associated equipment, conduit, cable, and integrating into the existing power distribution for Building 25 as shown on the drawings. Install new 50 kW generator with integral enclosure behind Building 25 on new concrete pad. Install conduit and cable connecting generator to Building 25 electrical closet. Install two (2) 200A automatic transfer switches in electrical closet, normal feed from MDP-B25, to existing Panels B and C. Building 24 and the outside panel feeding the park shall not be on emergency power. Panel C shall feed generator panel. This portion of the work is construction related and will be bid on a lump sum basis. REPAIRS AND UPDATES (Construction): Work includes repairs and updates to the Electical Power Distribution System as noted on the drawings. Existing oil-filled equipment to be replaced may contain PCBs and must be tested per the PCB CERTIFICATION item to determine the proper disposal method. Repair and Updates as follows is included: 1. Install correct grounding on load break elbows in both outdoor switches at Building 2 per Sections 26 05 26 GROUNDING AND BONDING FOR ELECTRICAL SYSTEMS and 26 12 19 PAD- MOUNTED, LIQUID-FILLED, MEDIUM-VOLTAGE TRANSFORMERS 2. Replace T-4 with new 75 kVA combo transformer 3. Repair circuit selector switch for T-10 4. Repair hotspots in T-13 line side elbows 5. Install new drain valve and sample port in T-84 6. Replace S-101 with new 200A solid dielectric switch This portion of the work is construction related and will be bid on a lump sum basis. The period of performance is 180 calendar days. Magnitude of services and construction combined is expected to be between $250,000 and $500,000. Site visit information will be provided upon issuance of solicitation. Only one site visit is planned. Bids will be due 30 days after issuance of solicitation. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No bidder list is maintained by this office. This project is not yet funded. All potential bidders should register on this website as interested vendors for the benefit of subcontractors to provide quotes.
