- U. S. Department of State intends to award a sole source contract to News Market Inc., 6 East 32nd street, New York, New York. The Department proposes to enter into this contract under the authority of 41 U.S.C. 253(c)(1) only one available source and no other supplies or services will satisfy the Department’s requirements. The Department of State requires the services of a contractor to provide placement of video content produced by the Department that depict stories and elements that support our foreign policy objectives and messages. The Department faces limitations in its ability to reach a growing global television and video audience. Partnering with a commercial source that offers a hosting service for this content to journalists from all over the world will maximize the Department’s audience reach. NewsMarket Inc offers a web-based global infrastructure with free subscriptions for recognized broadcasters from all over the world to retrieve the content from one of three ways: via digital delivery, downlink satellite feeds, and express shipping actual tapes. This allows any TV station anywhere in the world with access to the Internet to search for, preview, and order broadcast standard video from the Department and download video content digitally, by tape or satellite. The NewsMarket Inc. is the only 24-7, 365 globally - focused solution. NewsMarket Inc. also provides the following services; •120 minutes per month of broadcast standard video hosting •Weekly uploading of content, unlimited still and audio file hosting • Customized global/regional media alerts per story • Press releases •Distribution via digital video delivery • APTN video-on-demand satellite and hard copy tapes • Special tracking reports of Department-specified broadcast organizations. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
