Description
This is a notice of intent to award a sole source simplified acquisition under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to SET Consulting, College Park, MD 20740 for continued support for the voluntary voting systems guidelines (VVSG) to include, but not limited to: document development, production, public review and analysis, and training. This work requires a Contractor with in-depth knowledge and experience with the VVSG and the Election Assistance Commission, as the work done at NIST is done in close cooperation with the EAC, and historically the requirements from the EAC have changed quickly and dramatically. SET Consulting has been working at NIST since 2006 and has in-depth experience in the VVSG requirements. The in-depth understanding of voting systems standards that SET has acquired as well as the expertise it has displayed in producing voting systems standards for NIST are uncommon and unique. Due to the fluctuation in the amount and complexity of the work required, it is anticipated that a labor-hour type purchase order will be awarded, with a base and two option years. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. If no affirmative responses are received by June 22, 2009 at 10:00am the Contracting Officer will proceed with the award to SET Consulting.
