- The Naval Air Warfare Center Weapons Division intends to negotiate and award a cost plus fixed fee contract, using other than full and open competition. Negotiations will be conducted with Orbital Sciences Corporation, 3380 South Price Road, Chandler, AZ 85248-3534, in order to support the GQM-163A targets operations and maintenance (O&M) at Point Mugu (San Nicolas Island (SNI)), CA and Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, HI. As the sole designer, developer, manufacture and O&M service provider, Orbital Sciences Corporation is the only firm that possesses the requisite knowledge of the GQM-163A targets data with access to developmental changes necessary for O&M updates. The government anticipates a September 2009 award. This notice is not a request for competitive proposals; however, any interested firm, other than Orbital Sciences Corporation, should respond in accordance with Numbered Notes 22 and 26.
