Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912L2-09-T-0010 is being issued as a Request for Quotation. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-32. The associated NAICS codes is 562112, small business size $12.5. COMMERCIAL ITEM DESCRIPTION: The 161st has a requirement for the inspection and cleaning of oil water separators. The contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect clean and repair oil/water separators, located 161 ARW, 3200 E. Old Tower Rd., Phoenix, AZ. Work shall comply with government and commercial standards. Prior to cleaning and pumping operations, the contractor shall perform appropriate tests of the contents (floating materials, liquid and sludge) to determine if the materials are hazardous waste. All tanks have been tested by base environmental shop (test reports are available for review in the environmental shop). If such tests indicate a presence of hazardous materials in the separator, the servicing of the separator shall be terminated and the contractor shall contact the contracting officer, who will contact the installation environmental office. The environmental office shall be responsible for disposal of hazardous contents. If non-hazardous, the contractor shall proceed with the cleaning. Pump all oil, oil residue, and other waste from separators. Drain separator completely. Inspect all parts for problems. Wash and drain the separator and fill with clear water as required for the unique configuration of the separator. Transport all materials from oil/water separators to an approved off-base oil recovery and storage facility. The contractor shall employ programs to comply with the provisions of the Occupational Safety and Health Standards Act concerning entry requirements in confined spaces and handling potential hazardous substances. After a preliminary inspection of all oil/water separators at the 161st, Contractor will provide a time schedule - subject to government approval - for the testing, cleaning, repair (if required) and waste removal for all locations shown on Appendix A & B. The schedule should be no more than a month in duration. Performance Objective Clean oil/water separators (Annually) Performance Threshold Initial check documented; All safety hazards are documented on all separators, during inspections by contractor; Non-hazardous oil, grease, and sludge is removed and disposed of properly; All systems are clean and filled with clean water as required; There will be no government furnished property and services.
