Description
Invitation for Industry Comments To All Interested Parties: The Mission and Installation Contracting Command (MICC) CenterYuma is soliciting industry comments relative to the following issues in relation to a requirement for Tropic Test Support Services in support of the U.S. Army Tropics Region Test Center (USATRTC). A draft Performance Work Statement (PWS) has been provided for industry review and comment. This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Yuma Proving Ground. The purpose of this notice is to identify potential sources that may be interested in and capable of performing the work described within the PWS. 1. Please identify if your organization has the ability to perform all or some of the requirements described within the PWS. 2. Please identify if the services identified within the PWS are customarily performed in the commercial marketplace or if these services are performed exclusively for governmental purposes. Please include your rationale. 3. What contract type(s) would your organization recommend for the contemplated services described within the PWS (i.e. Cost Plus Fixed Fee, Firm Fixed Price, Time & Materials, Labor Hour, etc)? Please include your rationale. 4. What North American Industry Classification System (NAICS) code would you recommend for the contemplated services described within the PWS? 5. Please identify all socio-economic statuses that apply to your organization. (Example: Hub zone, Small Disadvantaged Business, Small Business, Minority Owned Business, etc.). 6. Please identify if subcontracting opportunities exist for the contemplated services. 7. Please identify if any possible teaming arrangements exist. 8. An important performance requirement is the capability to operate within the Republic of Panama, Suriname and Honduras. How does your organization plan to meet this requirement? Please provide specifics. 9. Please advise regarding any potential Organizational Conflicts of Interest (OCI). Provide a brief outline describing how your organization could avoid actual or perceived OCI (See FAR 9.5). 10. Please identify any laws and regulations that may be unique to the contemplated services. 11. What risks (i.e. cost, schedule, performance/technical, etc) are associated with an organization performing both within the United States and in overseas locations? How would your organization minimize the risks? Please include your rationale. 12. Please identify if your organization has the ability to obtain and maintain a minimum security clearance of Top Secret (TS). The Mission and Installation Contracting Command (MICC) Center Yuma does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the MICC-Center-Yuma's review of the information received. The information obtained from this RFI will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement.Interested sources shall provide all feedback in writing no later than 12:00PM Noon MST on June 22, 2009.
