Description
Approved JOTFOC Justification was provided to support a task award under MD578ATC1T5 for other than full and open competition. This justification was approved and a task was issued on a sole source basis using Millennia Lite FA3, to Science Applications International Corporation (SAIC). SAIC will support the procurement, installation, integration and test of Deployable TACANs (D-TACAN) at Camp Bucca, Iraq; Baghdad International Airport (BIAP), Iraq; Q-West AB, Iraq; Ali AB, Iraq; Kirkuk AB, Iraq; Kabul, Afghanistan; Manas International Airport, Kirkistan and Langley AFB, VA. and one (1) VORTAC at Bagram AB, Afghanistan. Procure, install, integrate and test Remote Maintenance Upgrades (RMUs) to the NAVAIDS installed at Balad AB, Iraq, Al Udeid AB, Qatar and Bagram AB, Afghanistan. This contract is T&M labor with FFP materials. The additional work that is the subject of this amended OTFO follows. The COR’s rough estimate and the rationale for adding the work is included in each Work Order description. WO#8 - Remote Refueling Kit. Estimated price $65,493. During OT&E it was found the generators would not sustain the D-TACAN for more than 6 hours without refueling. In remote sites it is not possible to refuel the generators by removal or other normal methods. The solution is to provide each D-TACAN with a remote refueling kit which will negate the requirement to remove or use other means to refuel. Service to air traffic will not have to be terminated. Flight Safety will not be jeopardized. This was not specifically called out in the SOW because it was not known until the system was tested. WO#9 - Dial Radios. Estimated price $47,471. During OT&E it was noted that dial (flight check) radios must be with each D-TACAN. The requirement did not call this out as it was believed radios would not be needed to be with each D-TCAN 100% of the time; sharing of radios would be possible. Due to remote locations, changing of conditions/terrain/locations these radios are required to be with each D-TACAN in order to meet immediate requirement to perform standard flight checks, special flight checks and flyability flight checks. SOW para 4 addresses remote flight check. As stated above it was thought the radios for the D-TACANs could be shared but during test it was found this would negatively impact flight safety. An identification of the statutory authority: The statutory reference authorizing this action is Reference 10 USC 253(c)(1) as implemented by FAR 6.302-1 (a)(2), when the supplies or services required by the agency are available from only one responsible source, or, for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
