Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the National Institute of Building Sciences (NIBS) of University Washington, D.C. for Seminar Support for NISTIR 7563 Guidelines on Fire Resistance Design Draft for Public Comment needed in the Building, Fire, and Research Laboratory at NIST, Gaithersburg, MD. Congress established a public/private partnership to enable findings on technical, building-related matters to be used effectively to improve government, commerce and industry. NIBS bring together representatives of regulatory agencies, legislators and representatives of the private sector to open working sessions that seek a consensus solution to problems of mutual concern. NIBS are uniquely qualified to coordinate the contributions of professional societies from key design professionals responsible for structural fire resistance design of concrete and steel buildings. NIST has developed, working through NIBS, a document, Best Practice Guidelines for Structural Fire Resistance Design of Concrete and Steel Buildings, which is currently in the form of a draft for public comment. This document aims to integrate information on current practice in fire resistance engineering with current best knowledge in fire risk assessment, characterization of design fires, material properties at elevated temperatures, and thermal and structural response calculation methods. *****The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 11, 2009 will be considered by the Government.
