Description
NASA HQ has a requirement for engineering, technical and administrative support forthe program and projects of the NASA Technology Evaluation for Environmental RiskMitigation (TEERM) Principal Center, the Agency Energy Program, and internationalcollaborative efforts.The support will be provided Agency-wide in the areas of TEERMsupport, international agreement operation, energy and water conservation and monitoring,interagency working group on hydrogen and fuel cell support, programmatic environmentalassurance, management system support, conference planning and execution and greenengineering advancement support, information management and administrative supportservices. NASA entered into a Joint Statement with the Portuguese Ministry of Urban Affairs,Spatial Planning and the Environment to cooperate on environmental matters in September2002. The operating entities for activities under the Joint Statement are the NASAEnvironmental Management Division and the Centro Para Preveno da Poluio (Center forPollution Prevention) (C3P). The Joint Statement is currently in the process of evolvinginto a legally-binding agency-to-agency agreement under US law due to the success of therelationship. It is also anticipated that a government-to-government agreement underinternational law requiring extensive State Department coordination will be the next stepafter signing the agency-to-agency agreement and is expected to be finalized no earlierthan 2010. It is imperative that we maintain access to the special relationship betweenthe International Trade Bridge, Inc (ITB) president and the Portuguese Government as welearn to operate the implementing arrangements under the new legally-binding agreementrequirements. ITB has extensive international experience especially with the Portuguese Government, andthis relationship is critical to the success of this program. During this critical timeof dramatically changing and expanding international interaction, it is important toremember that European, and in particular Portuguese, activities depend heavily on thequality of the relationships between interacting parties. The long-standingrelationships of the ITB President with General Branco, Director General of Center forPollution Prevention (C3P), and with the Portuguese Ministry of Environment play a keyrole in fostering successful collaboration.Therefore, NASA/HQ intends to purchase the items from International Trade Bridge, Inc.There were no other firms determined that possess the international relationships neededto meet Agency commitments. No other company addressed the requirement for therelationships required to operate the international agreement activities or internationalactivity expansion at all. The authority is FAR 6.302-2,(c)(1) only one responsible source available. When thesupplies or services required by the agency are available from only one responsiblesource, or, for DOD, NASA, and the Coast Guard, from only one or a limited number ofresponsible sources, and no other type of supplies or services will satisfy agencyrequirements, full and open competition need not be provided for.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or e-mail, to the identified point of contact not later than4:30 p.m. local time on 06/21/09. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.
